Remembering, that the District of Columbia Air National Guard operates out of Andrews Air Force Base, which is only 10 miles from the Pentagon, it is clear that on 9-11 the Air National Guard didn't quite live up to "the highest possible state of readiness" or to being "the premier organization for fulfilling our federal, state, and community missions".

They failed big time. YES, THEY FAILED BIG TIME. One might ask, how the Air National Guard could stuff up so badly and not have the Bush government ask any questions. One might also ask, why the United States Air Force operates a separate specialist unit (called the Air National Guard) for the defense of local air space, if this organization cannot respond any faster than the rest of the Air Force. It should also be noted that when it was too late to stop the attack on the Pentagon, the District of Columbia Air National Guard was scrambled from Andrews Air Force Base to "protect the skies" over Washington.

Although the "boys" have been able to scrub the internet clean of most such embarrassing statements as those above, some still remain, for example, this pdf-document is still on-line. NEW JERSEY AIR NATIONAL GUARD
MISSION STATEMENT.

The 177th Fighter Wing, New Jersey Air National Guard (ANG), is a tenant at the FAA facility.
The installation's mission is to maintain fighter aircraft on continuous peacetime air defense alert to preserve U.S. air sovereignty.
During wartime, the mission is to mobilize personnel and equipment for deployment to designated locations and to use air-to-air munitions in strategic defense of the North American continent.

The New Jersey Air National Guard operates out of Atlantic City International Airport and is only 100 miles from Manhattan and 140 miles from the Pentagon. It should be noted that the New Jersey Air National Guard could quite easily have dealt with the 9-11 attacks within time to prevent them all (as could have other Air National Guard units). And that when it was too late to stop the attacks, the New Jersey Air National Guard was scrambled from Atlantic City International Airport to "protect the skies" over New York.

4.5. IMMEDIATE RESPONSE. 4.5.1.

Imminently serious conditions resulting from any civil emergency or ATTACK may require IMMEDIATE ACTION by military commanders, or by responsible officials of other DoD Agencies, to SAVE LIVES, prevent human suffering, or MITIGATE GREAT PROPERTY DAMAGE. Incompetence, not conspiracy

The United States was so unprepared for the September 11 terrorist attacks that warplanes dispatched to intercept a highjacked airliner thought to be headed for the White House were unarmed, the panel investigating the attacks was told yesterday.
The two F-16s, part of the 113th Air National Guard based at Andrews Air Force Base, were visible in the sky above the Pentagon as it was evacuated after being struck by American Airlines Flight 77, Maj. Gen. Craig McKinley, commander of the 1st Air Force, told the panel.
Gen. McKinley is also in charge of the division of the Northern Air Defense Command (NORAD) responsible for protecting the continental United States. He was one of a number of federal officials who gave evidence on the second day of public hearings held by the commission to find out what wrong and why on September 11.
The picture that emerged was one of military and federal agencies scrambling desperately to respond to an attack for which they were completely unprepared, but officials said much had been done to improve the nation's readiness since that time.
The F-16s — which were not assigned to NORAD — had been launched at the request of the Secret Service after the first two airliners crashed into the World Trade Center, Gen. McKinley explained. But they had just returned from a training exercise and were not equipped with any weaponry to shoot down either Flight 77 or the remaining hijacked airliner, Flight 93, which was thought headed for the White House.
The two pilots showed "incredible bravery," said Commissioner Richard Ben-Veniste.
NORAD also scrambled F-16s from Langley Air Force Base in Virginia, he said. They were in the air within six minutes, which he said was "exceedingly quick." But they were still 12 minutes away from Washington when Flight 77 crashed into the Pentagon.
Moreover, the man who had Gen. McKinley's job on September 11, retired Maj. Gen. Larry Arnold, told the panel that he could not have ordered the hijacked airliners shot down even if either set of F-16s had been able to make it to the capital in time.
"To my knowledge, I did not have the authority to shoot it down at that time," he said. Of Flight 77, he said, "Even if we were there, I don't think we would have shot it down."
He said that he only learned President Bush had made the decision to give him that authority five minutes after the last plane, Flight 93, crashed into a field in rural Pennsylvania, after passengers had learned the fate of the other airliners and apparently had stormed the cockpit.
Gen. McKinley admitted that NORAD was utterly unprepared for the attack.
"Our mission was at that time ... to look outward, as a Cold War vestige ... to protect against Soviet long-range bomber penetration of our intercept zone," he said.
"Would you agree," asked Mr. Ben-Veniste, that on the basis of the information available there could have been better preparedness by NORAD?"
"In retrospect, sir," the general replied, "I think I would agree with your comment."
Gen. Arnold explained that NORAD commanders had no radar cover in the United States — relying instead on civilian air-traffic-control radar data relayed to them over the phone — and could not even talk directly to their pilots while they were in the air.
Gen. McKinley explained that many changes had been made since September 11.

...it does not take "thousands" your hypebolic statement actually reveals the weakness of your case.

It takes only a handful at the top giving orders, limiting the mandates of investigations, ensuring that all the evidence is not available (frequently by burying it under high security classifications thus makin it "unavailable" to anyone without the requisite clearance - and never available to the public).

Then those who know too much, and are not in on the game, start having "accidents".

The Kennedy Hit is a good example of that - the number of people who had compromising knowledge who then had "accidents" is truly astounding.

People with the "wrong" knowledge have accidents all the time.

Two from recent memory:
Vince Foster
Mary Caitland Mahoney (ex White House Intern who was murdered in a Starbucks in Georgetown). The official Story is murder. No Money was taken. She was shot "execution style several times in the back of the head". All witnesses in the Store were also shot. The Georgetown Police refused to investigate it for over a year - claiming they did not have the budget to do it.)

Now we have the Arms Expert in England who was Suicided - the day after he sent an E-Mail to a friend talking about how he was looking forward to getting back to work.

When all else fails just do a Clinton, deny it even in the face of overwhelming evidence, and some percentage of the Suckers will believe the denial. Of course there are a goodly number of dead bodies from "Arkicide" in his background as well. My favorite is the reputed ex-paramour who committed suicide by shooting herself in the back of the head. She was Pregnant at the time.

The perennial objection that for a crime to be committed by high government officials that "thousands" of people would have to be in on it is bogus. It is hyperbole intended to mislead and to disparage honest investigations into high level criminality. People in a bureaucratic authoritarian command structure "do what they are told to do" and they learn that asking the wrong questions is "uncomfortable" or even "accidental".

The article from the Washington Times includes the answers to all of your questions. You (Diogenes) are a conspiracy junkie. You don't accept any explanation other than a vast government conspiracy. You just invented another one in the previous post (the UK scientist). At least you conspiracy junkies will have something new to fantasize about.

As for the Mary Caitland Mahoney "mystery", somebody confessed to that murder (but of course the pathological conspiracy-obsessed never believe anything that contradicts their perverse worldview):

Police Say Starbucks Suspect Described Killings

Carl Derek Havord Cooper told investigators that he shot the manager of a Starbucks coffee shop in July 1997 because she refused to give him the keys to a safe that held more than $10,000 in cash.

He demanded the keys, but Mary Caitrin Mahoney said no, according to Cooper's account. He fired a warning shot into the ceiling. Mahoney ran into the hall. Cooper caught her and wrestled her for the keys. She resisted, and he shot her dead.

Cooper said he then turned and shot two remaining Starbucks workers. When one moaned, still alive, the gunman shot him twice more in the head. Without grabbing any money, Cooper hurried from the Wisconsin Avenue NW store, raced across town, ditched his guns and washed the blood from his clothes.

The details come from a D.C. police affidavit unsealed yesterday in D.C. Superior Court, where Cooper was ordered held without bond in the slayings of the three employees. Cooper waived his right to silence and gave, in writing, a detailed account of the killings, according to the affidavit.

In court, Cooper clasped his hands behind his back and said nothing. His court-appointed attorney, Steven R. Kiersh, told Hearing Commissioner Pamela Young Diaz that Cooper will not say more without a lawyer present. Cooper's account emerged during two days of intensive questioning at Prince George's County police headquarters.

"We ask that no one in any case make any attempt to speak with Mr. Cooper outside my presence," Kiersh said yesterday. Prosecutor Kenneth L. Wainstein's request that hair and blood samples be taken from Cooper will be honored by the defense without objection.

The unsealed affidavit opens a window into a murder case that for 20 months was one of the city's ugliest mysteries. Signed by Lt. Brian Reed McAllister, who heads the special investigations squad at D.C. homicide, the document indicates that Cooper left a few clues early and talked up a storm once in custody.

Cooper, 29, told investigators that he spent about a month planning to rob the Starbucks at 1810 Wisconsin Ave. NW, just north of Georgetown. A prosecution witness, identified in the affidavit only as a "close friend" of Cooper's, told police that Cooper invited him to participate in the robbery.

The witness said that he agreed to take part but that Cooper never followed up and did not take him along, an account that police said Cooper verified during hours of questioning. Cooper acted alone and fired two guns during the slayings, police said, a .38-caliber snub-nosed revolver and a .380-caliber pistol.

As he plotted the robbery, Cooper said, he wanted to make sure there was plenty of cash the night he struck. So he chose a Sunday night, and not just any Sunday night, but the end of a busy Fourth of July weekend.

Just to be sure that business was brisk, Cooper told police, he visited the Starbucks that morning. By the time he parked his car in upscale Burleith and walked into the shop after closing time, the safe held more than $10,000.

Cooper announced that he was robbing the store, and he forced the three Starbucks workers into a rear office, where the safe was located. Mary Caitrin Mahoney, 25, known as Caity, was the manager on duty. The other employees were Emory Allen Evans and Aaron David Goodrich.

After Mahoney's refusal to yield the keys, the warning shot and the struggle over the keys, Cooper shot Mahoney first with one pistol, then with the other, five times in all. He remembered shooting Evans, 25, three times. The second two shots were intended "to put him out of his pain," the affidavit said. He shot Goodrich, 18, once.

A Starbucks supervisor found the bodies the next morning. McAllister said the details provided by Cooper match evidence from the crime scene. Police found a bullet in the ceiling and 10 shell casings, and the shooting pattern that Cooper described is consistent with the autopsy results, McAllister reported.

Cooper, the son of a church deacon, lived with his wife and 4-year-old son in the 1200 block of Gallatin Street NE. He was arrested March 1 by Prince George's police, who charged him with attempted murder in the 1996 shooting in a Hyattsville park of Officer Bruce Howard, then off-duty.

District police got a break in the case after "America's Most Wanted" repeated an episode about the unsolved Starbucks case. A woman called with a tip, saying she was dating a man who knew Cooper. The man had told her that Cooper admitted being the Starbucks killer.

The woman wore a hidden microphone at the request of D.C. police, who recorded her conversations with her boyfriend about Cooper and the case. D.C. police also tapped Cooper's telephone, with judicial permission. With Prince George's police investigating the Howard shooting, the two departments and the FBI worked together to put Cooper under a microscope.

Police said earlier this month that Cooper at one point told detectives that a friend named Keith Covington joined him in the Starbucks robbery and shot the three victims. Questioned for 15 hours, Covington denied everything, took a polygraph test and passed. He was not charged.

"If I killed them, I'd say I killed them. But that's not me. I'm not saying I'm a saint, but I'm not going to go out and kill people," Covington, who grew up with Cooper in North Michigan Park, said after he was released. "You've got to be a dummy or a psycho to do something like that. That was evil."

WASHINGTON (CNN) -- Two U.S. Air National Guard F-16s were not able to intercept a small plane that violated restricted air space around Washington until more than 10 minutes after the Cessna 182 passed near the White House, administration sources told CNN Thursday.

Timeline:
7:59 p.m. Cessna enters "restricted" air space
8:03 p.m. FAA notifies NORAD
8:04 p.m. Cessna enters "prohibited" air space
8:06 p.m. Two F-16s get orders to scramble
8:06 p.m. Cessna passes White House "within a few miles"

According to a timeline provided to CNN by a senior administration official, the fighter jets were on a 15-minute strip alert at Andrews Air Force Base in Maryland and did not get the order to scramble until 8:06 p.m. EDT, about the same time the plane passed its closest point to the White House -- described as within "a few miles."

The warplanes were in the air by 8:17 p.m., 11 minutes after being notified of the potential threat by the North American Aerospace Defense Command, the official said.

The official, who spoke on condition of anonymity, conceded that the procedures in place were not adequate to protect the White House had a suicide bomber used a small plane or private jet to attack the building.

"What's needed is a bigger buffer zone, or a constant CAP [Combat Air Patrol] over the White House," the official said.

Air patrols were scaled back over Washington and New York in April because of the cost and strain on air crews.

The Secret Service briefly evacuated the White House on Wednesday evening after being informed there was a single-engine Cessna in restricted airspace above Washington, officials said.

About 15 minutes after the evacuation, an "all clear" was issued, allowing authorized personnel back in. (Full story)

The pilot and a passenger who were on that plane were released by the FBI Wednesday night after the agency determined the incursion appeared to be accidental and there was nothing "untoward," the official said. No criminal charges were filed, but the pilot could still face action by the Federal Aviation Administration.

"Basically, we have closed the matter," said Lawrence Barry, chief division counsel for the FBI's Richmond, Virginia, office. The plane was forced to land in Richmond, where the two men were questioned by FBI and Secret Service agents.

"There was never a threat to the president," said White House Press Secretary Ari Fleischer.

There have been about a dozen violations of restricted air space around the White House since September 11, according to a Secret Service source. The only reason an evacuation was ordered Wednesday night was that that authorities could not reach the pilot on his emergency frequency. Apparently, the pilot was not monitoring that frequency, the source said.

next mc kinley says that FAA first reported AA11's possible hijacking to norad at 8.40.
