Remembering, that the District of Columbia Air National Guard operates out of Andrews Air Force Base, which is only 10 miles from the Pentagon, it is clear that on 9-11 the Air National Guard didn't quite live up to "the highest possible state of readiness" or to being "the premier organization for fulfilling our federal, state, and community missions".

They failed big time. YES, THEY FAILED BIG TIME. One might ask, how the Air National Guard could stuff up so badly and not have the Bush government ask any questions. One might also ask, why the United States Air Force operates a separate specialist unit (called the Air National Guard) for the defense of local air space, if this organization cannot respond any faster than the rest of the Air Force. It should also be noted that when it was too late to stop the attack on the Pentagon, the District of Columbia Air National Guard was scrambled from Andrews Air Force Base to "protect the skies" over Washington.

Although the "boys" have been able to scrub the internet clean of most such embarrassing statements as those above, some still remain, for example, this pdf-document is still on-line. NEW JERSEY AIR NATIONAL GUARD
MISSION STATEMENT.

The 177th Fighter Wing, New Jersey Air National Guard (ANG), is a tenant at the FAA facility.
The installation's mission is to maintain fighter aircraft on continuous peacetime air defense alert to preserve U.S. air sovereignty.
During wartime, the mission is to mobilize personnel and equipment for deployment to designated locations and to use air-to-air munitions in strategic defense of the North American continent.

The New Jersey Air National Guard operates out of Atlantic City International Airport and is only 100 miles from Manhattan and 140 miles from the Pentagon. It should be noted that the New Jersey Air National Guard could quite easily have dealt with the 9-11 attacks within time to prevent them all (as could have other Air National Guard units). And that when it was too late to stop the attacks, the New Jersey Air National Guard was scrambled from Atlantic City International Airport to "protect the skies" over New York.

DEPARTMENT OF DEFENSE DIRECTIVE 3025.1

4.5. IMMEDIATE RESPONSE. 4.5.1.

Imminently serious conditions resulting from any civil emergency or ATTACK may require IMMEDIATE ACTION by military commanders, or by responsible officials of other DoD Agencies, to SAVE LIVES, prevent human suffering, or MITIGATE GREAT PROPERTY DAMAGE. When such conditions exist and TIME DOES NOT PERMIT prior approval from higher headquarters, LOCAL MILITARY COMMANDERS and RESPONSIBLE OFFICIALS of other DoD Components are AUTHORIZED BY THIS DIRECTIVE, subject to any supplemental direction that may be provided by their DoD Component, to take necessary action to respond to requests of civil authorities. All such necessary action is referred to in this Directive as "IMMEDIATE RESPONSE."
