Stubbing of the Budget Office, showed that in the 1950s, complex weapons systems, in addition to being poor in quality, increased in cost from initial estimates by an average of 240 %, in some cases by more than 600 %; that delays in scheduled deliveries averaged two years, and that such poor contractor performance did not improve in the 1960s. In a number of case studies of current programs, similar problems were encountered -- doubling and tripling costs, late deliveries, and poor performance, inlcuding FAILURE UNDER COMBAT CONDITIONS.
