What you filmed is exactly what I've observed there many times- nobody bothers to slow down to the posted speed limit. This may have something to do with the fact that I hear the SKREEEE...BLUNCH! of yet another idiot wiping out a couple of times a week when I'm at home.
Never mind saving fuel and money- taken as a whole, Angelenos can't be bothered to observe a speed limit even to save their own asses.
