Last KPFK Latina Fights To Keep Board Seat

Just when you thought it couldn't get any worse at KPFK, the whispered threat of a lawsuit may unseat the only Latina left on KPFK's Local Station Board.  LSB member Yolanda Anguiano has joined Los Angeles' Relocation Appeals Board, an ad hoc group that meets twice a year and advises the Community Redevelopment Agency.  The chair of the KPFK LSB, to fend off legal action, will demand Anguiano's resignation as the first order of business at the next LSB meeting Tuesday night, January 22, at 7:00 p.m. at the Peace Center, 8124 W. 3rd St., near Crescent Heights in Los Angeles (MTA 316, parking is difficult).  Anguiano is asking for community support at that meeting.

The Pacifica Foundation legal counsel, who also serves as interim Executive Director for the Foundation, has urged Anguiano to resign because unnamed parties have threatened to force her resignation under the Pacifica Bylaws requirement that, "A Delegate shall be deemed to have resigned the position of Delegate if s/he becomes a candidate for public office or accepts a political appointment during his or her term as a Delegate."  On the other hand, the Ethics Advisor for Los Angeles Mayor's Office, Barbara Freeman, has written that "A member of the Relocation Appeals Board is not considered a 'City Official' because the position is not covered by a the [sic] City's Conflict of Interest Code and does not file Statements of Economic Interests."

On Friday, staff voters for representatives to the LSB confirmed the members' vote for member representatives: no Latino/as, no Chicana/os would be added to the board.  With four Latino members retiring, Anguiano is the sole remaining representative for the Spanish-speaking population, on a "progressive" radio station with morning, evening, and weekend programming in Spanish.  The Spanish-language programming, now a fixture at the station for almost six years, remains under attack from English-only listeners, staff, and LSB members.

LSB member Sherna Gluck will be presenting a resolution that would refer the question of Anguiano's membership to the Pacifica National Board for its determination. The Mexican-American Political Association has weighed in with a letter supporting Anguiano, which Anguiano will present to the LSB at Tuesday's meeting.

Anguiano is calling on the community to "bring people out to speak on having what the mission of KPFK states: Diversity."  A strong showing last fall from the migrant community swayed the LSB to approve broadcasting notices of Immigration and Customs Enforcement raids, but much of the Spanish-speaking community has since felt betrayed by the station's reluctance to implement that policy. 

In 2002 and again in 2003, the Pacifica National Board passed a Race and Nationality Policy that has been largely unenforced but calls for "the realization of a nonracist and nonclassist culture of democratic inclusion within Pacifica ."  The Policy further requires that "All committees at all levels of the Foundation . . . must strive to incorporate from their inception -- including at the leadership level -- at least 50% people of color and immigrants from varied communities who are committed to Pacifica's mission."  The Local Station Board is a committee of the Pacifica National Board.  This year's elections, with numerous violations of Pacifica's Bylaws, and now plans to unseat the last Chicana, have put the KPFK LSB in continuing violation of this long-standing Pacifica policy.

Anguiano's best hope for retaining her seat is for people to demand at Tuesday's meeting, to the new, non-Latino members of the LSB, that the Spanish-language community must be heard in the governance of KPFK.

please read that bylaw below. I have contacted Lucy from the city to advise and after review there is no case for me to resign. If I go the KPFK Local Station BOard LSB will be left with no Latino/a representation. Those that support the resignation obviously also support the ICE Raids and cut of Spanish programming. I need you there to speak on this during open comment. I'm first on the agenda so, please be there at 7pm will put a great weight on my case of calling them racist. If I leave KPFK will have no Latino/a representation. Now that is going against their bylaws.

Please read that below.

SECTION 2. ELIGIBILITY; NOMINATION OF DELEGATES

9 A. ELIGIBILITY

10 Any Listener-Sponsor Member in good standing, except radio station management

11 personnel or Foundation management personnel or staff members, may be nominated for

12 the position of Listener-Sponsor Delegate for the Foundation radio station with which

13 s/he is affiliated by the signatures of fifteen (15) Listener-Sponsor Members in good

14 standing who are also affiliated with that radio station, provided, however, that no person

15 who holds any elected or appointed public office at any level of government , federal,

16 state, or local , or is a candidate for such office shall be eligible for election to the

17 position of Delegate. A Delegate shall be deemed to have resigned the position of

18 Delegate if s/he becomes a candidate for public office or accepts a political appointment

19 during his or her term as a Delegate. This restriction shall not apply to civil service

20 employment by governmental agencies.



The following is a job description I got from the Mayor's office.

A member of the Relocation Appeals Board is not considered a "City Official" because the position is not covered by a the City's Conflict of Interest Code and does not file Statements of Economic Interests. This board is created by the California Health and Safety Code as an advisory body to the local Community Redevelopment Agency. I can't say whether this conflicts with her role on another non-city board. However, the information provided above should be sufficient for Counsel to the "LSB" to determine whether she is an "appointed" official for that board's purposes

However on Tuesday night first thing on the agenda will be this rule, that will be appealed for a resolution to pass for the Pacifica National Board to review. I will ask that I continue on the board until they make a decision.

this is truly sad because I have discovered that racism exists on what I thought was a social justice station with diversity and freedom to express not only association but speech.

If you can please come and support and speak on my behalf I will so truly be grateful. let me know if I can expect you.

Bueno; esta muy claro que los "progresistas" del west side son racistas. Hace anos que han tratado destruir la programacion en espanol en KPKF.Tambien, lucharon por anos en contra de la accion afirmativa en las eleciones de Pacififca. Los ataques en contra de la Eva georgiapasaron por que de racismo, ademas el sexismo y odio de las lesbianas. No hay nada de nuevo en nada de lo que esta pasando. Este Armondo Gudino sabe birn el poder de los racistas en KPFK, y su actutitud sobre el comite en contra de las redadas del ICE en KPFK tiene que ver con su miedo del poder de ellos. Pa' entender lo politico en KPFK uno tiene que enteneder que el zionismo ES racismo. El grupo debajo del control de Grace Aaron tiene la misma acutud a los con pile bronce que tienen ols zionistas en contra de los Palestinos. Quieren destruirnos en absoluto.

Time for Fund Raising Boycott of KPFK

The "West side" clique led by Grace Aaron and Lila Garrett has succeeded where George Wallace failed at the University of Alabama in creating a whites only organization.

It is time for African Americans and those of Hispanic Ancestry to unite in a full scale boycott of the upcoming KPFK fund drive and to call upon others to join us in bringing KPFK back to the people.

I know of no other way to communicate to the Aaron/Garrett/Masters crowd. You can't talk to them. They just ignore anyone outside their own criteria of identity.
