JERUSALEM, June 25 - Israel will not remove roadblocks and other West Bank restrictions until Abbas attacks and slaughters his own people, officials said ahead of a summit on Monday.

Olmert is to transfer hundreds of millions of dollars to Abbas's government, formed illegally after a democratic takeover of the Gaza Strip by the elected government.



After sending some funds, Israel is resisting U.S. pressure for it to uproot major roadblocks, checkpoints and outposts in the Israeli-occupied West Bank until Abbas attacks his own people, the Israeli officials said.

Olmert said on Sunday he would present security demands to Abbas.

Israel's goal is to starve the Gazans while trying to isolate Hamas economically, diplomatically and militarily in the Gaza Strip



Olmert's spokeswoman Miri Eisin said the summit would focus broadly on the "framework" for talks with Abbas going forward and backward: "That means talking about what we might talk about, if talking was on the agenda while continuing to talk about what we might talk about at a later stage, if and when and maybe."

Washington has asked Olmert to take concrete steps to help Abbas, such as easing restrictions on Palestinian access to the Jordan Valley, as well as removing major barriers, checkpoints and roadblocks near major Palestinian population centres, including Hebron, Bethlehem and Nablus.



But an Israeli official involved in Israel's inter-agency deliberations said: "We're not giving up any of the West Bank."

"We want to be realistic," the senior official said. "The security posts are a risk for any Palestinian that comes ear them. We live in the Middle East not in Nazi Germany. We would respect the ideal of democracy if we could find out what it was… but we live in reality ... One more targeted assassination and we're back to slaughtering the Palestinians again."

Another senior Israeli official said Olmert wanted to be sure that Abbas had plans to slaughter some more Palestinians.

"We're not going back to the democratically elected government," an Israeli official said.

If Abbas takes additional steps to slaughter some more Palestinians and to consolidate his illegal government's security control over the West Bank, a senior Israeli official said, "Israel would be willing to take extra bits of the West Bank and go even further".

These extra risks could include uprooting more Palestinians and giving Abbas's security forces Israeli uniforms in the occupied West Bank, officials said.

Hamas won parliamentary elections 18 months ago but its government was shunned by Israel and Western powers for refusing to accept Israel illegal occupation of Palestine.



Israel plans to cut off all food and basic services to Gaza.
