Dope smoking, dope dealing mayor

by Wire Tuesday, Oct. 24, 2006 at 5:05 AM

Dope dealing mayor. Hey Mayor know where I can score a kilo of weed? I wonder if the cops protected him to give him a monopoly in his town.

Former Wilton mayor denies drug charges in court

The former mayor of Wilton pleaded not guilty Friday to drug trafficking.

Dick Summy, 56, was charged Sept. 28 with conspiracy to deliver marijuana and violating the drug tax stamp law. Summy faces between five and 40 years in prison if convicted.

Al Overbaugh, spokesman for the U.S. attorney’s office in Des Moines, said Summy and Roger Houston of Keokuk are both facing drug charges after more than 100 marijuana plants were confiscated from a Keokuk business late last month. The cases are linked, although officials haven’t yet said how.

According to court documents, on March 14 Summy allegedly accepted $800 in marked currency from a confidential informant for a drug debt for a half-pound of marijuana at a bar in Des Moines.

The transaction was under surveillance by the Division of Narcotics Enforcement. The report also states that Summy confessed to six or more transactions to the same confidential informant.

Summy’s home and vehicles were searched Sept. 18, and he was arrested 10 days later in Coralville on warrant from Polk County in central Iowa.

Last week Summy resigned as mayor — a post he held since 2004.

Summy has a court appearance scheduled for Nov. 9 in Polk County.

DAVENPORT, Iowa -- The former mayor of Wilton is scheduled to be in federal court in Davenport Friday on drug-trafficking charges.

Dick Summy was charged last month with conspiracy to deliver marijuana. He resigned last week.

Officials said Summy sold pounds of pots in eastern and central Iowa and was paid $800 by an informant at a Des Moines bar in March.

Al Overbaugh of the U.S. Attorney's Office said Summy and another man, Roger Houston of Keokuk, were charged after more than 100 marijuana plants were confiscated from a Keokuk business.

Houston pleaded innocent to the charge Thursday and was released after posting bond.

Summy is scheduled to be in court Friday afternoon.

The state charges have been dropped. He didn't sell, grow or smoke pot. The search of his house came up with no evidence. He did not confess to six or more sales. The court date is not Nov. 9th. He did not have to post bond. Informants can be very wrong.
