They aren't "right wing". They're mainstream. Almost all of the affiliate groups are liberal.
The reason they can support the Hagel/Martinez compromise is -- it's what's on the table -- and, neither they nor most of their constituents are undocumented. If the conference is mostly people administering NGOs that accept federal money, then, most of their clients are going to be citizens or have a green card to access those funds. When those documents aren't going to be requested, then, there's still a barrier of fear.
Looking at their affiliate list, it looks like the 1960s was a civil rights era, when a lot of general purpose groups and clinics forthe poor were founded. The 1970s and 80s were more about "culture", and 80s and 90s were about acquiring capital and running businesses. The 90s and 00s have been about starting schools.
Maybe this and the coming decades will be marked by a persistent, simmering, internal "class war" within the organization.
