It appears that Rocky won the 2001 election for Los Angeles City Attorney based on his false certification that he was qualified for the position. Public records of State Bar of California show that Rocky was not qualified for the position of Los Angeles City Attorney in 2001.
Based on his false certification, Rocky became the Los Angeles City Attorney and has held the position since 2001. During the past 5 years, Rocky has taken more than seven hundred fifty thousand dollars ($750,000.00) out of the public coffers of Los Angeles in salaries and benefits for a public position he was not qualified to assume.
Section 270 of Los Angeles Charter mandates that candidates for position of City Attorney “must have” been qualified to practice law for a minimum of five (5) years immediately preceding the election. The election for Los Angeles City Attorney took place in June 2001. In June 2001, Delgadillo had been qualified to practice law for only less than two (2) years – far shorter than the mandatory minimum requirement of five (5) years, as specifically required by Los Angeles City Charter, § 270.
Public records show that in filing his official pre-qualification documents for the City Attorney position, Delgadillo falsely declared under penalty of perjury that he had been an active member of the State Bar of California for at least five (5) consecutive years immediately preceding the June 2001 election.
