We have all kinds of clowns (every one of them male) riding bicycles at fast speeds on the sidewalk in my neighborhood. Most of them are under 18 years old and not fully mature. What's Bush's excuse? Some psychologists claim that substance abusers, when they finally stop abusing the substance, remain at the mental age they were when they became addicted. So someone who sobers up when he is in his forties is often still 17 years old if that was his age when he started drinking, snorting, etc. Maybe that explains a lot of things about Bush.
