Marie Elise West was a woman full of promise…with the exception of one thing. She suffered from a mental illness requiring her to be on numerous mind-altering medications. All she wanted was to be well…

According to official court transcripts, from the time she was 8 to 15, she was continuously raped by her attorney brother Allen D. West…who lived by the adage that “incest is best”

After years of such torture, abuse and high doses of doctor prescribed medication like the now banned drug Neurontin, which was recently the subject of a criminal prosecution against it’s manufacturer Pfizer Inc. …she finally cracked. Sadly, on September 1, 2000 while in the middle of a manic episode, she backed over Jesus Placensia, who was pronounced dead upon the scene.

Marie Elise West was incarcerated and for the past 4 years has been caught in a tug-of-war between the political/legal system and the mental health/ pharmaceutical system. A victim of the very system that was supposed to protect her.

As I review the notes of the past years the phrase conspiracy theory comes to mind. Upon investigation of this matter I have also found that Allen D. West …the very same brother who had rapped her for 8 years…stands to gain a huge inheritance if his half sister Marie Elise is convicted. So, as her first attorney, Allen D. West did all he could do to make matters for his half sister worse. A simple review of the court transcripts will show many inconsistencies to those willing to read. Inconsistencies that had him removed from the case, however he still has influence over the parents, who seem to have their own cover-up agenda in mind.

Allen D. West is an incestuous rapist! He is also an attorney. These two things don’t seem to go together very well. Would you want a rapist representing you? I know I wouldn’t.

To the Superior Court now in session in the County of Los Angeles, State of California:
Comes now, Mikal Michael T. Ewing, giving due notice to this forum of justice:
This court cannot make a just settlement of this case without considering the following facts:
1. Marie-Elise West's condition deteriorated under the care of State licensed doctors using State licensed drugs known to cause suicidal and violent behavior, and in Marie's own words, "This medication you're giving me is making me sick.";


2. The State maintained a driving license for Marie-Elise West while she was known to be suffering from a condition that made her a danger to the public when she drove an automobile;


3.The State guarantees the conduct of their employees carrying out State policy. And, State authorities threatened and prevented the husband of Marie, Alfred Bowman, from exercising his authority and duty in this matter.. Even though, in this marriage, the State had a vested interest, it did not license marriage to be used as a threat, danger or harm to society.

The husband was living up to his responsibility and obligation to protect society and prevent a crime. Neither was he shifting blame or misplacing blame by stating the State's interference in his duty to restrain Marie , which interference prevented him under threat of imprisonment, and constitutes a major if not total cause in this tragedy.


There appears to be a double mindedness and schizophrenic aspect of the State's licensing and administering of drugs which induces criminal behavior projected and carried out on the public, and the State's escaping a major share of responsibility in the action. (projection: Acting on what she was induced to think of herself and applying it to others.)
This double mindedness is most visible in the intrinsic nature of the cooperation between the debilitating effects of the drugs and the actions of the state authorities to allow the drug caused criminal behavior to take place over the objection and attempted prevention of the husband.
The drugs and the actions of the authorities worked hand in hand to produce the tragedy.
The foregoing 3 points of facts were derived from the testimony in open court in this case and was not known to me previously, hence the late date of this notice.
