Incarceration is not an equal opportunity punishment
On December 31, 2002, there were 2,033,331 people in U.S. prisons and jails. That's a rise of 3.7% during the 12 previous months, more than twice the growth rate of the previous year. The average annual increase since 1995 has been 3.6%.
As of December 31, 2002, the U.S. incarceration rate was 701 per 100,000 residents. But when you break down the statistics you see that incarceration is not an equal opportunity punishment.
U.S. incarceration rates by race, June 30, 2002:
* Whites: 353 per 100,000
* Latinos: 895 per 100,000
* Blacks: 2,470 per 100,000
Gender is an important "filter" on the who goes to prison or jail, June 30, 2002:
* Females: 113 per 100,000
* Males: 1,309 per 100,000
Look at just the males by race, and the incarceration rates become even more frightening, June 30, 2002:
* White males: 649 per 100,000
* Hispanic males: 1,740 per 100,000
* Black males: 4,810 per 100,000
If you look at males aged 25-29 and by race, you can see what is going on even clearer, June 30, 2002:
* For White males ages 25-29: 1,615 per 100,000.
* For Latino males ages 25-29: 4,339 per 100,000.
* For Black males ages 25-29: 12,877 per 100,000. (That's 12.9% of Black men in their late 20s.)
Or you can make some international comparisons:
South Africa under Apartheid was internationally condemned as a racist society.
* South Africa under apartheid (1993), Black adult men: 851 per 100,000
* U.S. under George Bush (2002), Black adult men: 7,150 per 100,000
What does it mean that the leader of the "free world" locks up its Black men at a rate 8.4 times higher than the most openly racist country in the world?

Look at who commits the crimes in 2002,
out of 15000 murders, blacks commited 5579, while whites commited 5356, looking at the respective percentages of population by race one can see why a larger percentage of black males are in prision than white males.

Tell that to Ken Lay, the entire Bush Family and the gaggle of felons and riecutards who remain above the law. Selective enforcement is the way of our society. $ =' justice'

As far as I'm aware, neither Ken Lay nor anyone in the Bush family have murdered anyone.
I'm sure the whackos will disagree ... but who cares? No one.

Statistics don't lie, and they have no agenda. The reason black males are locked up at such a high rate is that they commit crimes in such a high rate. They are, on average, six times more likely than white men to commit crimes on a statistical basis. Over one third of black men in the age group 18-34 are in prison, on parole or probation at any given time. Given the dismal academic achievement of black males, and the decline of entry level manufacturing jobs, the future is grim for them indeed. for example, in Oakland, only one in ten black males that graduate from high school is qualified to enter the CSU system, which required only a C average. The average GPA of black males in Oakland high schools is 1.8 (a D). Given the other fact that almost half of black men never graduate from high school, you can put together a rather grim future. Half drop out, of the rest only 10% are college ready, and the rest end up on a corner near you, peddling drugs. Personally, I believe that the main reason drugs are not legalized is the awareness of the fact that if they were, there would be nothing for unemployed illiterate black men to do to make money. The robberies would be more trouble than the drugs. At least now they mostly just shoot each other which is not a concern of the rest of us.

Obey the law and stay OUT of prison!!!!!!!!!!!
This is not a condemnation of Bush but it is an insight into these various racial groups.

Oh I'm not the Klan, dear. Please don't assume I and everybody else in the real world thinks like some of you do. Blaming the failure of the black male in this country on racism is an easy copout but all it does is mask the real problems, as outlined above. Black people are just as capable as anyone else of succeeding, but, sadly, their culture is so anti-success, anti-intellectual, anti-white, anti-mainstream that it drowns in its own dysfunctional mayhem. Read "Loosing the Race" by John McWhorter and expose yourself to some new ideas.
