Since compiling our initial list of reconstruction contracts in Iraq, we have received inquiries on how to find information on job and business opportunities in Iraq. A common complaint is how difficult it is to find out where to start. Unfortunately, the US Govt has not made it as simple as they could have by posting all of the relevant information on one web site. Those unfamilliar with government contracts are placed at a disadvantage as a result.
As a courtesy for those looking, below is a list of some of the links that might prove helpful for researching information. Visit the websites for more details before calling or sending an email. Please be sure to read all of the related regulations, restrictions and requirements posted at these sites.

It's a sad commentary on the US economy that to find work, you have to look in post-war Iraq.

The government didn't put the info on a web site because someone other than Halliburton/Bechtel might be able to get the work. It's so obvious the money is only for insiders hooked into Cheney and friends.

Black Enterprise has a good article today on the difficulties facing small business owners in getting govt contracts.
Excerpts:
In the past, contracts as small as 0,000 were given to individuals. But over the last decade, in an attempt to increase efficiencies, contract sizes have been regularly increasing, which prevents smaller business owners from participating. Smaller companies used to work with contract officers to gain access. But the decline in the use of contract officers has left many minority business owners out of the loop.
In the case of manufacturing, Cox says the private sector is sourcing many of its services to cheaper offshore producers, so applications for software development are being produced more and more in China, India, and the Philippines.

A good place to start is the Federal Business Opportunities Website (www.fedbizopps.gov), which offers information on available contracts. In addition, the Department of Defense Business Opportunities (www.dodbusopps.com) has information on regulations entrepreneurs will need to be aware of. The SBA's Website (www.sba.gov/GC/indexcontacts-sbsd.html) offers a state-by-state list of first-tier firms looking for subcontractors and their contact numbers. Entrepreneurs who believe they have been shut out of contracts due to bundling practices can alert the SBA at www.sba.gov/GC/indexprogramsbundlingreport.html.
