Britain and the United States have bypassed the United Nations to establish a secret team of inspectors to resume the search for weapons of mass destruction in Iraq.

It is a sign of the desperation in London and Washington to find a "smoking gun" to justify the war that the Anglo-American team has already conducted three inspections in the past two weeks.

No banned weapons have so far been found.

The decision to set up a new group of inspectors, dubbed US-movic because they are an American-led rival to Unmovic, will infuriate the UN.

Kofi Annan, the secretary general, pointedly reminded Britain and the US this week that Unmovic still has a mandate to carry out inspections.

Last night the chief weapons inspector, Hans Blix, added his criticism by saying that war against Iraq was a foregone conclusion months before the first shot was fired.

In a scathing attack on Britain and the US, Mr Blix accused them of planning the war "well in advance" and of "fabricating" evidence against Iraq to justify their campaign.

Mr Blix told the Spanish daily El Pais: "There is evidence that this war was planned well in advance. Sometimes this raises doubts about their attitude to the [weapons] inspections."

He said Iraq was paying "a very high price _ in terms of human lives and the destruction of a country" when the threat of banned weapons could have been contained by UN inspections.

The role played by the new inspectors, who set up a base in Kuwait a week before the war began, was disclosed to the Guardian by David Kay, the former head of Unscom, the arms inspections team which left Iraq in 1998 after Iraq accused it of being infiltrated by spies.

No mention has been made of the new group by ministers or military spokesmen, who have indicated that weapons inspections are carried out by military forces. But the group, headed by Charles Duelfer, a former deputy head of the Unscom weapons inspectors, has travelled extensively in Iraq.

It is understood that Mr Duelfer's team was called in to inspect weapons and papers found at an airbase in Iraq's western desert two weeks ago. In the past week it has made two separate visits to sites on the road between Kuwait and Baghdad.

US and British special forces are also engaged in fierce exchanges in largely unnoticed fighting in Qaim, a strategic town on the border with Syria.

British defence officials were unusually coy last night about the fighting, which involved units of Iraq's Special Republican Guard, according to senior US military sources.

One explanation is that Iraqi forces are trying to protect either material which could be used for chemical or biological weapons or evidence of Iraq's attempts to develop a nuclear bomb. Another is that they are defending senior members of the regime trying to escape to Syria.

The failure to find any weapons of mass destruction after three weeks of war has raised questions about the casus belli. But British intelligence officials said it might be months before evidence was uncovered.

A cabinet minister has told the Guardian that Saddam Hussein's failure to use chemical weapons was not an indication of their absence. They had been dismantled and their contents hidden around the country.

"The regime has not had time to reassemble the things," a British official said.

"You will not find a factory of gleaming missiles," a source said. "They would have been broken down ages ago."

Mr Kay described the new inspectors as a "robust group of people". "There are special forces teams that carry out [immediate] inspections. But they are not as technically based as the Kuwait team, who are heavily science-based civilians."

A spokesman for Mr Blix, Ewen Buchanan, said the US-led team had tried and failed to recruit some of his staff.

Paul Rogers, professor of peace studies at Bradford University, said the existence of the secret team would lead to a major dispute. "You are more likely to find what you want if you do it yourself," he said. "If this team finds a smoking gun, people will not believe it."

The disclosure is likely to embarrass British ministers, who are officially committed to allowing Unmovic a role.

Adam Ingram, the armed forces minister, would only say yesterday that Britain and the US had set up a "machinery" for resuming inspections. "It may take some time," he added.

The US-Kurdish advance in the north meanwhile brought the front to within 60 miles of Tikrit, where some of Saddam's backers were believed to be taking refuge. Coalition aircraft have been striking Republican Guard positions in the area, and roadblocks have been erected to prevent Iraqi leaders from reaching the city to stage a last stand.

Just curious as to why you and your ilk were falling all over yourselves before the war for the coalition to give the inspectors "more time". "More time! MoreTime! you all cried. give them at least 6 more months! What's the rush. It takes time. Let them do their jobs". And now, before the shooting is even stopped you're all falling all over yourselves again crying, "where are the weapons? How come you haven't found any weapons yet? Oh the horror of this illegal war. Boo hoo!"

So what happened? Are you actually saying that the coalition troops are infinetely superior in their role as weapons sleuths? I guess you are.

I'm also wondering why in some posts you argue that Iraq has WMD because America the evil gave them to them and in other posts you whine about Iraq NOT having any. So which is it Sybil?

You know as well as I do that the reason people were arguing for the Inspections to continue was to avoid the horror of that mass insanity we call War.

Despite U.S. Claims of having irrefutable proof of their existence, like the proof that Bin Laden was behind 911, it has never been produced.

As well you should recognize, and I am sure you are peceptive enough to have done so, that my comment above was intended as satirical sarcasm.

You are just muddying the waters and looking for a Fig Leaf.

You're comment might have aspired to sarcasm but that in no way negates the belief held by you and yours that the inspectors needed more time in order to insure disarmament of Sadam. You can't have it both or even three or four ways. The "anti-war" contingents claim was always that the inspectors would find, contain and verify the WMD's if only given enough time and UN support. Now that the war has happened the expectation is that these WMD's be found immediately just lying about or not existing at all.

And you can repet your staement of faith as many times as you want, but until there is ANY evidence other than statements from Sadam's machine that verify the destruction of WMDS which were well documented, one must, ....MUST conclude that they are still there. How can you possibly conclude otherwise. Where'd they go? Did they just spontaneously vaporize.. I mean lets just leave ALL politics, emotion and personal attacks and feelings out of this for a moment. We know he had them because we allowed him to import them. We also know that other entities (Russia for one) have been well documented to have sold technolgy and equipment for the refining of these substances. Where did they go? What proof is there that ALL (not just token shows of cooperation) have been destroyed?
That's all I'm asking.

If the Bush Junta had such good intelligence that they KNEW with sufficient certitude so as to launch this war then they should be able to pinpoint them on a map and drive right up with the Camera Crews.

They have not done so.

Your point insinuates that this was a claim that the admin, or more specifically, Powell made. This was never the case and you know it. If it was a claim then yeah I'd have wondered at that time why they wouldn't just tell the inspectors or why those sites hadn't been destroyed during the last 12 years. But that statement was never made. You know it and I know it.

Thats what I'll be saying. But that won't happen until there's been enough looting to suffeciently corrupt any written evidence of WMD first. Basically there should be shipping manifestos, logs, journals, etc to substantiate the existence of 'Shipment of Crates X', but if there's been such widespread looting and shelling that they don't exist, how can our government be blamed for not being able to substantiate their claims?

Or maybe they'll find exactly the log they're looking for. Sitting right on top of a pile of rubble, as if by magic. Almost like one of those magical indistructable passports...

This whole thing is a tremendous pile of shit and everyone who has taken 30 seconds to inspect the daily lies is fully aware of it. You freeper assholes are just jerking yourselves off pretending otherwise.

What the hell, we sold them to him. We supervised his assembly, mass production, and deployment of as well. And then we watched verifiable procedures dismantle at least 95% of the ones we knew of. The inspections were getting results. We could have gotten rid of saddam without a fullscale invasion and that has always been my personal objective in this.

And the matter isn't whether or not he has ever had any, the question is two part, a) does he STILL have any, and b) would he use them.

And the answer to both those is pretty debatable.

However, I can think of one country in the area with a LOT of wmd. Tons. And why do we say nothing of theirs? Because of their long history of humanitarianism in regards to their 'foriegn policy'? Hahahah. And yes for the incredibly slowwitted of you reading this, I'm referring to isreal.

Or what of korea? They have wmd and a means of striking us. Seems like a much higher priority to me.

Oh but the fuhrer's board has told us 'different scenarios are resolved in different ways', ie, 'we want to try politics and underhanded espionage for this one'. Dammit why couldn't we have done that with iraq? Why the bombs? The dismembered children stumbling around looking for thier own limbs? There were so many better ways of handling this than our adminstration choose.

And they are not so dumb as to not realize this. They have an agenda and its not pretty. Step one is being laid out for us right now. Get america used to invading. Get our troops used to slaughtering. Get a foothold in the region. Grab some oil while we're at it. Oh yah and look at all the freedom for them wacky iraqis. Isn't that special.

Thanks. That's all I wanted to know. He had them. We have no evidence that they've all been destroyed (95% is extreme wishful thinking and still not 100%) so we are pretty certain they still exist. Of course they may have all been destroyed and Sadam was hiding that knowledge from us in order to keep the sanctions in place but that's doubtful.
And make no mistake. the inspections were a joke. No one on any point of the political spectrum can honestly say that those halfwits accomplished anything.
Now it seems that the argument is, okay he probably has a FEW of them (5%) but so what, Isreal has more!
This won't fly and you know it. aAnd let's cut to the chase. The threat of Isreal conspiring with an Islamist terrorist group in order to attack us is highly doubtful.
The mere ownership of WMD is not the issue. We aren't going to go after England or France or India. It's the high risk that those weapons might be used against us by or with the blessing of a state that makes a state a target. You know that as well as I do so please spare us all the kneejerk anti-Jew rant.

I think the whole point the neo-conservatives fail to recognize is that
1 The US - France - Germay and Russia helped arm Saddam in the 1980s
2 During the Gulf War 1, MOST of his weapons of mass destruction were destroyed.
3 The UN continued weapons inspections to insure that, in fact, Iraq was indeed disarming to a suitable level unto UN guidelines.
4 Problems ensued with the inspections, due to numerous complaints (from Iraq) that the US was using the UN to spy on Iraq and harass the dictatorial "Saddam" regime.
5 The US bombed Iraq for 12 after Gulf War 1 and enforced US (not UN) "no fly zones"
6 UN states the Iraq was complying with UN inspections (slowly)
7- For this reason the UN security council vetoed "war efforts" of the US and reasoned that the inspections were working, they just needed more time to ensure that Iraq was disarmed .
8 US decides to go to war to destroy these WMD
9 No WMD have been found (that the above companies supplied) because SEE ( 2 )
10 No WMD have been found for more than a month now.

BUT now they want you to think
this war is for Iraqi liberation and changing Saddams regime.

But it is really to inject a US puppet regime into the area to exploit its oil resources and to serve as a further "stepping stone" for more mid east war.

Decides that, in order to begin to comply with its disarmament obligations, in addition to submitting the required biannual declarations, the Government of Iraq shall provide to UNMOVIC, the IAEA, and the Council, not later than 30 days from the date of this resolution, a currently accurate, full, and complete declaration of all aspects of its programmes to develop chemical, biological, and nuclear weapons, ballistic missiles, and other delivery systems such as unmanned aerial vehicles and dispersal systems designed for use on aircraft, including any holdings and precise locations of such weapons, components, sub-components, stocks of agents, and related material and equipment, the locations and work of its research, development and production facilities, as well as all other chemical, biological, and nuclear programmes, including any which it claims are for purposes not related to weapon production or material;..."

Iraq did not. Breach. So:

"13. Recalls, in that context, that the Council has repeatedly warned Iraq that it will face serious consequences as a result of its continued violations of its obligations;..."

"Serious consequences" is diplo-speak for war.

1 we went to war because the US believed that Iraq was harboring dangerous
nuclear, biological and chemical weapons of mass destruction

2 The UN said it needed more time to ensure Iraq didnot have the weapons

3 The US said that Iraq was not complying with the resolutions because they had somthing to hide
ie (WMD)

4 THe inspections were working becuase Iraq was allowing access to UN inspectors

5 The US said no, they are not complying to the resolutions and hense harboring weapons that could be used for terrorism.

6 The US blew up Iraq looking for these WMD

7 After one month they (WMD) have not been found

The "evidence" was loaded withh on a ship at the Port of Oakland Ca. about two days ago and are on there way to be "found" in Iraq next week. So just be patient the "discovery" will be on Fox News soon.

It doesn't seem to me that you can talk logicaly to Dio or POIO, they refuse to listen to anything you say. Less than 4 weeks and we haven't found WMD, wow, I guess they are not there. They will be found, as soon as the fighting is over and we have time to "look" for them. Right now we are too busy looking over our shoulders..... Logic dictates this: The WMD were in Iraq (fact), they have not all been destroyed (only 95 %) according to POIO....."some" WMD still exist in Iraq.

How many more people will be sacrificed so the bushites don't have to admit they were wrong? And not just wrong about WMD, but about the unconscionable use of weapons such as DU, and civilan bombings and shootings, and imprisonment of innocent people in America by an out of control security state. Do you think that they could place another human being's sufering above theri own vanity and selfishness?

There are some obvious truths which can be predicted : WMDs will be found, and the pentagon and cia hacks will probably even sacrifice american soldiers in their 'discovery'. The looting and descration of the cradle of humnity will continue until the liars in the whitehouse consider it opportune to intervene, and many precious gifts will somehow make their way to the boardrooms of exxon/mobil, etc. The political oligarchy that rules america will continue to siphon billions of $$ out of schools, health care, and acceptable living standards and environemtnal controls to line their own pockets and perpetuate and solidify the return to the cold war/constant war state.

Another thing to think about: Daveman and Sheepdog, doesn't it seem that every time the weasels lose an argument they resort to calling America a "military state", or an "oligarchy" and is "run by corporations."--- a good example was the last post by Parmeinides.

As a result the moral authority is not somthing greater than the sum of the parts.. it is the average of all of the parts.

But IF WE DID care about the UN that would be another good reason for going in and getting sadam. Because he screwed with the UN as well as the US.
