Highland Police officer kills 18 year old woman inside house

Last week, an 18 year old woman, was shot to death by a Highland Police Department officer, leading people in the Inland Empire to ask, what the hell is going on in our police agencies?

On March 25, a Highland Police Department officer shot and killed an 18 year old woman, while responding to a domestic disturbance call, according to a press release.

Ginnene Stover died shortly after being shot by an unidentified officer, who said that after she approached him from inside the house with a steak knife, he feared for his life and discharged his firearm twice, hitting her in the upper portion of her body. She and her boyfriend Charles Johnson had been arguing, and Johnson's mother called the police who came to the house.

Afterwards, Johnson and his mother said that Stover did not present a threat to the officer. She was 4'11 and 110 pounds, and a screen door stood between her and the officer.


Chip Patterson, a representative from the Highland Department said that two investigations were being conducted regarding the shooting, as was standard procedure. The homicide unit of the San Bernadino Sheriffs Department would investigate to determine whether any criminal acts were committed by the officer, and forward the findings of that report to the District Attorney's office. The Sheriffs Department also was conducting an administrative investigation to determine whether any departmental policies were violated during the incident. "The goal of that investigation is to determine whether or not the deputy was following policy," Patterson said.

The officer has been placed on administrative leave, until "he feels he can come back to work and perform adequately," he said. The city of Highland, like many smaller cities contracts its police services from the Sheriffs Department.

The shooting was the second in the Inland Empire in recent weeks. On March 10, Dante Meniefield was shot to death by a Moreno Valley Police Department officer who encountered him inside an abandoned apartment, and when Meniefield and another man, Rasheed Roberts raised their hands, the officer Robert Marks fired at Meniefield hitting him in the face.

This incident was perpetrated by a member of the same agency (San Bernardino Sheriff's Department) that hired and continues to retain on the public payroll(read: WELFAREroll) the ex-Riverside cop that originally opened fire on Tyisha Miller-Paul Bugar. Expect as much "justice" to come out of the S.B.S.D.'s "investigation" of this murder for the victim and her family that Tyisha Miller and her family got in Riverside.
