Low income tenant's need help w/ slum litigation

I, Jeffrey David Morris, our building/property tenant advocate and voluntarily groundskeeper, and a tenant myself, have done my homework & research. I, on behalf of all our building/property's tenant's, excluding on - site slum manager/landlord, and off - site slum property owner, need the assistance of other Los Angeles tenant advocate's (for advice, opinion's, misc) in this matter of trying to follow - up with requirement's of "LA City Attorney's" office, in order to have our our building/property's on - site slum manager/landlord, and off - site slum property owner prosecuted to the fullest extent of law. Our building/property had it's previous owner's, prior to 08/05/2004 million dollar purchase by current/present owner, prosecuted for extensive, serious criminal charges and code violation's. The same is still being exhibited today/currently/presently. But because of fear of eviction's unto our building/property's tenant's to keep quiet, pay their rent otherwise . . . by our building/property's on - site slum manager/landlord, and off - site slum property owner, little seems to be able to be done. And trust me, I, myself, am trying and have filed with "LA city Attorney's" office, only to back track and have to go to local office of "Inner City Law Center", for example to build case againist our building/property's current/present on - site 'slum' manager/landlord, and off - site 'slum' property owner, prior to being able to have it go to "LA city Attorney's" office. I have the parcel profile report on our building/property from zimas.lacity.org, the public record of the property owner's residence in Beverly Hills, CA. And yes, other tenant's have tried to file complaint's againist our building/property's current/present on - site 'slum' manager/landlord, and off - site 'slum' property owner, but little to nothing has been done. Past city inspector's have little to nothing developed & filed on this our building/property's condition during the past (2) year's of our building/property's current/present on - site 'slum' manager/landlord, and off - site 'slum' property owner. The fighting of this serious matter and post healing process needs to happen soon, if there is any hope for justice.
