Between Half-million and One Million People Protest against Anti-Immigrant Law

by Marcus Sunday, Mar. 26, 2006 at 8:46 PM

Between Half-million...
click_picture_for_full_resolution_93.jpg, image/jpeg, 768x1024

9:15 AM Full to capacity just after Fairfax, Metro bus 33 is not stopping any more until Downtown LA leaving between 15 to 30 people wearing white at each bus stops.

10 AM, 5th and Broadway, The March has started with the crowd compact as shown in the first picture. That kind of density will fade only at 1:27 PM. The pace is slow.

10:21 AM So far we haven't seen any media or police helicoter.

10:30 AM The first helicopter just showed up. We cannot tell if this is a police helicopter or an helicopter from the media.

11:13 AM There are now 2 helicoters over our heads. We still cannot tell if those are police or media helicopters. (When the War started in March 2003, 4 media helicopters showed up to follow about 100 protesters in Westwood).
Those 2 helicopters will stay with us until the end.

1:27 PM At this point the crowd become less dense. I can see the end of the march from my position on the second story of a building at 5th and Broadway.

And vote for....the democrats?

by Bluto Blutarski Monday, Mar. 27, 2006 at 9:07 AM

The Sensenbrenner bill can be defeated even if undocumented immigrants cannot vote in the US.
In fact, voting out the Republicans and replacing them with Democrats is not going to accomplish much.
The key element for working class people in the US, both immigrant and native-born, is to have independent organizations (community groups, labor unions, socialist parties, etc), created and sustained by workers in the US. It is time for workers in this country to DUMP THE DEMOCRATS.

The Sensenbrenner bill passed in the House of Representatives with 36 Democrats voting FOR HR4437. How can Villaraigosa call himself a member of this rotten party?

Amazing

The recent anti-Bush protests barely register a blip on the radar, but a pro-illegal alien protest nets a cool 500K. Why can't the anti-Bush types produce these kinds of numbers?

why?

by anonymous Monday, Mar. 27, 2006 at 5:46 PM

why are there so many national flags on a demonstration against racist america? patriotism one of the reasons for such laws. and the symbol for patriotism, as well nationalism, are this patriotic flags. so this makes a realy strange view on the protests...

Pachuco.

by Quizling Monday, Mar. 27, 2006 at 6:40 PM

I get it. I understand the mentality to a "T"

Where is the rational behind the concept, that any of those people at that demostration, had anything to do with building Los Angeles?

No concerns over the Owens valley wars? the millions of homes built by returning world war 2 veterans and the areonautical industries and automobile factories?

Now what is there? Carwash jobs and fast food workers and "shady under the table" jobs. The agricultural business is still hot and heavy with under paid and over worked people. The next wave of under nourished and extremely poor will be on there way soon to replace those that remain today.

Enjoy.

Flags

by whatever Monday, Mar. 27, 2006 at 11:14 PM

This was a protest against a racist law going to the Senate, not against America. A lot, probably the vast majority of immigrants at the demo, want to become Americans.

Also, as far as voting Democrat goes... y'all should be happy that many immigrants, after these kinds of harrowing political experiences, switch from voting Republican to voting Democrat. Getting them to vote Green is like a miracle.

by Daniel del Solar Tuesday, Mar. 28, 2006 at 1:05 AM
Solarmedia@hotmail.com

Justice, we know it when we see it.
We built it. All of us. All of us immigrants.

The mind made small by fear, of them losing their jobs, has turned too many
into small-minded, dumb, really, folks who cannot see that only working and living together, in the same community, that we can find peace and progress.
Building walls, on borders or between communities, serves only narrow interests and never really works. A billion dollars to build a wall between Mexico and US. How much better to spend the billion dollars on schools and health.

To the "Why"

by Michelle Tuesday, Mar. 28, 2006 at 8:27 AM
sucsess03

My opinion is that the reason for all the flags is esp. the american flag is because we come from this country as it was said we are Native Americans but after the years they call us immigrants..We have to show that we come from many other places and not only Mexico from around the world where we are being discriminated. If you can't see that then I feel sorry for you! We are who made and make this country..We are here to survive and we are here to make people who are with HR4437 survive because remember we are the ones who bring food to the markets and people to assist you to your car so that you won't get tired taking you grocery's to your car or mop the restroom floor so you won't fall get hurt. As you see we come from all over to help and that is what we ask in the protest to be helped to stay and better our life and the life of our offsprings.

Dark days seem to be looming for all immigrants. As RATM goes "We need to take the power back". We need better organizers. The Mexican flags should have stayed home. It should have been a sea of red white and blue. I didn't see other national flags out there. This bill that passed is not just directed towards the Mexican people, it affects every illegal in this country. Don't get me started on the idiots with this was our land crap.

does the word hypocrite mean anything to you ?

by Hex Tuesday, Mar. 28, 2006 at 11:41 AM

you alternate between spewing hate, calling names, then whine, cry and complain about other's doing it

why you're not on FR in your element - where you've been "loyal" for 3 years, where everything you claimed about yourself *is a lie* (I just checked)

insted you've been INFESTING Houston IMC for quite some time spewing

and now you're here - spewing

You're going to have to do a little two-step dance when it comes to me as you will never find any example where *I spewed hate* which is what you got your foot in the door here with

and while you're busy wasting your time searching for that, explain where and what your *verifiable* credentials are/can be found, because a quick search just turned up NOTHING

just more lies & BS from what I see - a typical freeper troll

We up here in Sacramento are inspired by the great large turnout by the gente de La Raza in Los Angeles and had a good Cesar Chavez Marcha up here in Sacramento on Sabado.

Indeed, La Raza ~ known for so long by many as the Sleeping Giant is Awake!

WE must continue to actively work in our communities all across the nation, stand up for the truth and uphold humane rights for all of us, especially the rights of illegal immigrants who should be treated as human beings with humane rights!

La Marcha and the Rally de La Raza is not over, we must continue to gather in our splendid millions and struggle onward towards TOTAL LIBERACION!

La Lucha de La Marcha Continuat~ The Struggle of the Marcha Continues!!!

Please allow me another comment:
I can see by some of the other comments here that a lot of the work that is to be done by those who consider ourselves true humane beings is not only the fight against Amerikan Fasciism and the Evils of State Terrorism, but with others among the general population in order to get rid of all remnants of false patriotism, narrow nationalism, white racism and vain egoism.

From Democracy Now! today:
Between 500,000 to 2 Million Take to the Streets of L.A. To Demonstrate Against Anti-Immigrant Bill: Monday, March 27th, 2006

http://www.democracynow.org/article.pl?sid=06/03/27/1449257

Hundreds of thousands of people took to the streets in downtown Los Angeles Saturday to demonstrate against a new anti-immigrant bill being considered by Congress. Crowd estimates range from 500,000 to 2 million. We speak with longtime immigrant rights activist Javier Rodriguez and United Farm Workers of America co-founder Dolores Huerta. Laws are made to protect

by JuanMonarez Wednesday, Mar. 29, 2006 at 9:57 AM
revenanthord@yahoo.com

Rules are made to make people safe and to prevent the harm of lives. Why do we make living in foriegn land illegal. No one is being harmed. No lives are being endangered. People just want to work and raise children. Living is the goal of every human being and if the super power is keeping the others down then people are going to use it to raise themselves. If people want imagrants to leave help make their countries a better place and stop keeping them third worlds. We need to help one another, not as people of different races and languages, but as HUMANS. Flesh is simply a matter of how close to the equator your ancesters originated. We are all from the same mold.. And for you right winged christians, yes even "latinos" were created in gods image. LIfe is life.

Totally agree -- Our Human Rights are at stake!

by Fem Thursday, Mar. 30, 2006 at 5:54 AM
Fem_Fighta@yahoo.com

The chipping away of us so-called "immigrants" and "minorities" of this country's FUNDEAMENTAL AND BASIC RIGHT TO LIVE is a very dangerous trend in this country today. The Mexican immigrants and their descendants in the US and particulary Los Angeles realize that we are not talking about future dangers (what?? nuclear "ambitions"??) but ACTUAL TERROR HAPPENING IN OUR MIDST ALREADY!
With the so-called "War on Terror" after the infamous 911 incident of 2001 USA has taken a nose-dive into fascist mentality. PEOPLE NEED TO WAKE UP NOW!
First, they came after the immigrant males from what this country considers "danger zones" (Islamic, Middle-Easterns mostly and North Koreans) to force them to "register" so they can "police" them.
Now they are attacking the Mexican "immigrants", SINGLING THEM OUT by a racist bill that tries to build a thick wall across the Mexico-US border! WHOSE land are we all in anyway? This is the height of hypocracy and sarcasm. Any government official who has supported and signed this fascist Sennsenbrenner house bill must have been high on drugs or something if they couldn't even realize that THEY WILL BE COMMITTING SUICIDE to take away the OIL THAT GREASES THEIR OWN CAPITALIST INTERESTS!! (Not that I agree immigrants should be treated this way) Well, I say, LET THEM CHOKE THEIR OWN NECKS, LUNATICS! Such bill passing in the first place already shows that US as we know it is finished as a nation, nada.
BUT WHY WEREN'T THERE MORE IMMIGRANTS FROM OTHER COMMUNITIES? Do they think they're SAFE? Don't they realize this law can affect them as well if passed?
So, what could be next? Possibly taking away of US citizenships from African-Americans because many say (rightfully so!) that they were "forced" into this country by slavery, giving them visas for their stay here? Remember how the network medias (propaganda machines) termed the mostly black Hurricane Katrina victims as REFUGEES??
They are already taking away most forms of "subsidized" welfare for the poor citizens of this country, forcing them to want to "flee" (although most have no means to escape!) for their mere survival or engage in "illegal" acts just to stay alive, making certain normal acts of survival under their circumstance as a "felony" if you are a welfare recipient, whereas for the "priveleged" class it is only a "misdemeanor" or not even a "crime" at all??
DO YOU REALIZE THAT IN THIS COUNTRY TODAY, MERELY BEING A "MOTHER" TO A MINOR CHILD WHILE EVEN TEMPORARILY POOR AND HOMELESS FOR WHATEVER REASON IS A "CRIME" PUNISHABLE BY LEGAL ABDUCTION OF YOUR OFFSPRING BY THE STATE (CHILD "PROTECTIVE" SERVICES, REALLY A STATE-SANCTIONED CHILD "ABDUCTION" SERVICES)? Who then in turn "sell" these "unencumbered" minors to prospective "adoptees" (mostly "white" families or other Anglo-cultured peoples, thus in fact committing GENOCIDE). This all for more Federal fundings for their district, NOT to use for us people but to line their already DEEP BUREAUCRATIC POCKETS so they can keep on riding their limozines and living in $multi-million$ mansions on taxpayer/citizens money while hiring immigrant workers themselves under the table to "serve" them? While the people they are supposed to be "serving" suffer and starve in their own streets without even a shelter?
WHY DO WE NEED TO KEEP ON "SUBSIDIZING" THESE "ILLEGAL" BUREAUCRATS WHILE WE TOIL AWAY FOR NOTHING, SINCE THEY DON'T REPRESENT THE INTERESTS OF THE MASSES?
The Mexicans are rightfully angry. We all need to be angry about what this nation is doing to our people, whether legal, illegal, immigrant, or "native-born".
The massive turnout of this historical March signifies what has been quietly brewing among the oppressed in our nation's midst. IT IS NOW TIME FOR US TO RISE UP AND DEMAND JUSTICE FOR ALL!

corporate slaves

"The rest of your post is drivel, but I would add that if you think that illegal aliens have been reduced to "corporate slaves" then perhaps they would be better off back in their homeland."

@ They are slaves to U.S. corporations in their homeland as well, thanks to NAFTA and other crafty U.S. endeavors. In fact, it's because of Western capitalism that many of these countries are in a state of poverty to begin with.

Fruitless

by S.M. Inggy Tuesday, May. 02, 2006 at 8:29 PM

Right. All of you ask one another and other's 'whose land is this anyways'? 'Who do you think built your cities, planted your food, irrigated your water?' 'Skin color shouldn't be the ticket into the US, but rather because it's the land of the free should I be there'.
Do any of you really look into the questions you are asking? To the statements pouring from a blindsided view?
Let's make it simple and smolder everything down into simple sentences.
If you are illegal, then you are restricted from the US and it's states. You BROKE the law to get in, so what are you expecting from us? A hug and pat on the back with respect at the end of your long road? You broke a law of the US as an illegal immigrant as soon as you step into the country, but no....we're being unfair in the ways of how you should be treated.
Now, I'm going to be blunt in these next few comments. They are in no way meaning to be racist, they are nothing more then what us legal Americans have our right to do. It's freedom of speech.
Since you ARE illegal, you can't claim to any rights the government gives us. You can't claim retirement, dental care, health care and not even senior discounts. You're not acceptable under the rule of Free Speech. .....Since you're NOT AMERICAN.
This ISN'T your land. If you would review history, it's really belonging to those of American-Indian blood.
Yes, we ARE all immigrants, but rules and laws have been made, and you want our government to break them so illegal immigrants can no longer be considered BREAKING the law themselves? That's ridiculous.
Instead of rallying half-a-million plus against our government, try doing that against the Mexican government and see if you can improve on matters there!

Feelgood bullshit

by --j-- Tuesday, May. 02, 2006 at 11:45 PM

The "hey let's foment Revolution in Mexico and help them" arguement is feelgood bullshit to deflect charges of racism, and disguise the fact that all they're interested in is quick deportation for every alien. based solely on status, regardless of how long they've been here.

It's right-centrist mythical bs that ranks up there with leftist foolishness like "homosexuality is bourgeois" and "after the revolution to eliminate capitalism, racism will be eliminated because racism is created by capitalists."

Why Mexican Flags???

by Iloveyouall Monday, Jun. 19, 2006 at 4:10 AM

Hey I love you all, but having Mexican flags at the march destroys the power of the message that some at the march delivered!!!! Never mind what was meant - the message delivered is clearly divisional and confrontational. Who ever organized this march failed in creating any compassion from legal citizens. Although the march was "peaceful", the message was hate, fight, threats and don't mess with the sleeping giant.

In short - Every illegal in the march, even those advocating unity, should be ashamed! Especially those who held hypocritical signs of hate. Nations are destroyed by people who break laws, and then try to change laws in an attempt to escape accountability. If you are for allowing anybody and everybody in to this country without papers or any identification check, and afterwards grant them all the rights of legal citizens, then get a law passed that will allow that, but until then there is a law in place, and you're not an exception.

Listen, if I was mexican (or any nationality) you better darn well believe I would come to the US, illegally if I had to. And once I got here I would work my butt off, and be grateful that I could, because I now have hope for a better quality of life for me, and especially for my children. So I understand.

But I would be ashamed to be at the march. Is it possible that when illegals cross the border that they don't know they're doing something illegal???? Illegal means Illegal. For example: I've passed what seems to be 50 cops in my lifetime while going 10mph over the speed limit and was never stopped until one day a cop finally stopped me and gave me a ticket. I wanted to argue, and I wanted to fight, but it's the LAW! I had to accept the law. I knew I was breaking it, and because I got away with it for so long I began to feel the LAW had changed (in practice). No harm was ever done by me going over the speed limit, in fact I got more done during the day, and therefore helped the economy, right? (ha ha) Pretty stupid, and not much different than rationalizing the breaking of any other law.

I am sick and tired of listening to politicians praise Civil Rights activists like Martin Luther King jr. out of one side of their faces
while knowingly making a mockery of everything he stood for out of the other side, By allowing Child Protective Services
to violate every Constitutional and Civil Right low-income Families have without putting a stop to it, The Civil Rights Martin Luther King jr.
and others fought so long and hard for are meaningless in the eyes of the current administration if you are Poor...

Everybody talks about how the NSA/CIA is violating your civil rights by listening in on your communications.

But nobody is talking about America's Hidden Holocaust, the Destruction of Hundreds of Good and Innocent Low-Income Families by Child Protective Services...

Currently Child Protective Services violates more civil rights on a daily basis then all other agencies combined, Including the NSA/CIA wiretaping program...

Personally, I Do Not appreciate Child Protective Services using the Constitution of the United States as Toilet Paper in a Time of War, while the Good Men and Women of our Armed Forces are Fighting and Dying for It."

Currently out of control destroying innocent family after family CPS is snatching kids from good and innocent low-income families all over the U.S. especially in the small towns and in the very poorest neighborhoods, and we're not talking about kids who were going hungry or being abused either. Not physically or mentally or those Kids who belong to the "Crack Family Robinson", but for "simple neglect" No Less, [ MESSY HOUSE SYNDROME ] " Basically the lack of a dishwasher." CPS makes no distinction between poverty and neglect, the Individual States makes a fortune in federal dollars off these Kids, check this out From the House Committee on Ways and Means...

Child Protective Services [C.P.S ] is targeting specific families with limited set budgets, where child removal is commonly practiced for personal financial gain.

http://waysandmeans.house.gov/hearings.asp?formmode=view&id=2296

Statement of Cynthia Huckelberry, Redlands, California, and Sushanna Khamis, Yucaipa, California

OVERVIEW OF NEGATIVE IMPACT RELATED TO THE CURRENT CHILD PROTECTIVE SERVICE PROGRAM/REVISED:

Child Protective Services was designed to protect children and aid families that are in need of assistance in order to maintain the family unit. Unfortunately, today we are finding that C.P.S is targeting specific families with limited set budgets, where child removal is commonly practiced for personal financial gain. The lack of compassion exhibited by C.P.S caseworkers towards the impoverished children that they serve, further devalues their lives in the eyes of these caseworkers. Thus indicating, that a lack of understanding and caring related to the circumstances of these financially challenged families, creates further dissention, prejudicing these C.P.S workers from the very people they serve.

Within this document, the information provided will serve as an insight into the true source of the problems that plagues C.P.S today. Also, it will provide possible solutions that may be utilized to best serve a new restructured Child Protective Service Agency.

HOW C.P.S LEGALLY REMOVES CHILDREN FORM PARENTAL CUSTODY

C.P.S systematically removes children from their families, whom do not meet the criteria for removal, through vague and ambiguous interpretation of their own codes and policy and procedures. They are able to operate in this manner by selecting specific target groups.

The target groups that C.P.S has tagged are the poor, disabled, elderly, and the undereducated. Parents/guardians unfamiliar with the law, with limited or no financial means to secure impartial unbiased legal representation, blindly trust the courts. Therefore Child Protective Service is able to manipulate the court system to secure foster care or adoption status of these children for profit.

Example: Each child placed in foster care has an annual value of $30,000.

More monies are available, up to $150,000 dollars per child, for those that meet the special needs criteria. After 24 months- during the concurrent foster care /adoption process, placement becomes final, where upon an $8,000 dollar bonus is dispersed to the county from the State. This bonus money is then divided amongst individuals that enabled the adoption process to be completed. This is not necessarily a positive solution for these children, but a personal financial gain to workers. Thus, this leads us to believe that some of the decisions made by C.P.S officials serve only as a means to enhance their personal budgets.

Upon removal, C.P.S creates a plan for reunification that is designed to promote the family’s failure. These case plans do not allow the families the time needed to comply nor do they have the financial resources needed to meet the court assigned criteria. Unbeknownst to the families, the courts, lawyers, and C.P.S workers falsely interject foster care criteria when family criteria should be utilized. Workers may also place long-term program demands on the parents that purposely overrun the 24-month time period.

This then allows the state to complete the adoption process to outside individuals.

In other cases, failure to protect –WIC 300b was cited to obtain removal of the children, when the custodial parents acted protectively, in accordance to the law, after a crime was committed against one of their children. Currently all children from these cases remain in “protective custody” under the authority of C.P.S.

FAMILY COURT CUSTODY REMOVAL - PARENT ALIENATION SYNDROME

Let it be known, that Family Court officials regularly remove custody of children from one parent to another (usually mother to father), citing parent alienation syndrome. C.P.S agrees to serve as the tool to enable custody transfer, a corrupt process observed by the FBI. Where, in truth, caseworkers are never allowed to testify in family court under the cloak of C.P.S authority, due to possible misuse or conflict of interest related to the right to privacy laws. FBI Agent/Lawyer Brenda Atkinson- San Francisco can verify this information by calling her at (415) 553-7400.

Child Protective Service also submits false documentation so as to provide a supportive basis necessary to substantiate their decisions. Thus the truth is purposely obstructed altered or omitted to justify case plans.

In many cases, C.P.S has failed to investigate additional outside reports from various professionals and agencies such as children’s physicians, police agencies, school system, etc.

WHY DOES CPS SYSTEMATICALLY REMOVE CHILDREN FROM THEIR FAMILIES AND PLACE THEM IN FOSTER CARE?

Since Clinton enacted the adoption and Safe Families act in 1997, this has lead to widespread corruption within the child Protective Services Agency and outlying neighboring agencies. By systematically removing children from predominantly poor families, C.P.S is able to secure foster care/ adoption status for these children with little or no parental encumbrance.

Thus C.P.S victimizes those families that have no means available, to properly investigate C.P.S corrupt activities directed at their family.

Since Federal and state matching funds generate the budget for C.P.S, the single means utilized to elevate the budget is to increase foster care and adoption caseloads.

Bonus incentives for adoptions are currently $8,000 per child. $4,000 is given to the foster parents and another $4,000 is placed in a general fund, to reward workers for completing their job duties. Workers in this county, state that they do not personally financially benefit from this fund. Thus it leads us to believe, that other neighboring agencies are benefiting form this fund, in return for deceptive practices that support C.P.S decisions.

BABY TRAFFICKING

False Allegations of drug abuse have been logged against mothers and their newborn infants as a means to place these infants into protective custody. The hospital staff has allowed C.P.S to remove infants (a hospital violation) prior to verification of blood and urine drug screen tests. C.P.S is mandated to secure verification of drug allegations via blood and urine results, prior to removing the newborn infant from the hospital. All cases known to us resulted negative for the mother and the newborn, but these infants were never returned, and were adopted outside of kinship.

In the past year, the FBI has arrested and imprisoned C.P.S workers who were actively involved in baby trafficking for profit. These C.P.S workers knowingly abducted infants from the hospital where they in turn networked them into legal adoption agencies. Augustus Fennerty, FBI director for Crimes against Children (Washington D.C) can verify this information. (202) 324-3000

CHILD SEX TRADE INDUSTRY

Southern California FBI District has videotape recorded CPS workers placing foster care children onto planes via LAX, destination Europe for child sex trade industry. This can be verified through Ted Gunderson, (retired) FBI Director Southern California (310) 477-6565.

SEXUAL VICTIMIZATION IN FOSTER CARE

For the families in relation to our group in San BernardinoCounty, it has come to our attention while comparing similarities, that approximately half the children in foster care have been molested.

These children were not sexually abused by their parents, but by the foster fathers or others in the foster home. It was also noted that these foster homes are still operating in the same capacity prior to complaints, without any investigation into these allegations. C.P.S officials were made aware of these accusations by the children, but failed to follow through with a criminal investigation.

In conclusion, Child Protective Service is nothing more than an “oasis’’ for child molesters, to make a profit, while at the same time committing a crime, only to be protected by a malignant system that delivers a never ending supply of victims

SYSTEMATIC FRAUDULENT MANEUVERS UTILIZED TO ENHANCE C.P.S BUDGET

* C.P.S manufactures multiple nonexistent /fictitious abuse case scenarios to offset true statistical abuse case information.

* C.P.S concurrently processes these children from foster care to adoption, in order to obtain perverse monetary incentives in the form of bonuses.

* C.P.S provides a market to neighboring agencies and the courts (commissioners, psychologists, monitors, court mandated behavioral class instructors, court appointed legal counsel), in order for them to financially benefit from the foster care/adoption system.

* C.P.S victimizes innocent impoverished families, draws them into a corrupt system to utilize their children as pawns for commerce.

MALICIOUS OPERATIVE TECHNIQUES

* C.P.S is utilized by family court officials, as an adverse tool to extricate children from one parent to the other, with reference to “parent alienation syndrome”.

* Where, in truth, caseworkers are never allowed to testify in family court under the cloak of C.P.S authority, due to possible misuse or conflict of interest related to the right to privacy laws.

* C.P.S utilizes coercive measures to persuade parents to submit to statements of prior alleged abuse, when these actions were nonexistent. In other words, forcing desperate parents to “plea bargain” to a C.P.S fabricated crime, for the return of their children from foster care.

* C.P.S fabricates portions of investigations, where such duties have never been physically performed, to purposely mislead or direct a case.

* C.P.S knowingly abandons children into foster care, conscious of the fact that some foster care parents and or individuals in the home physically and sexually abuse the children in their protective custody.

* C.P.S intentionally fails to prosecute parents accused of child abuse, since in the majority of cases, no initial crime has been committed.

* C.P.S represents themselves in positive personas, by omitting, altering, and falsifying documents, so as to mislead the public and or government of their true actions as listed above. Thereby publicly grandstanding, displaying an inaccurate social martyrdom for the well being of children.

* C.P.S ignores crimes committed in foster care, such as the atrocious acts of unexplained deaths.

* C.P.S fails to question these individuals for their abusive conduct, whereby, if it were not a foster care parent, these individuals would be prosecuted to the fullest extent of the law.

SHOULD CHILD PROTECTIVE SERVICE BE RESTRUCTURED?

The police should determine if a child has a true need for protection from his parents, since child abuse is a criminal offence. Thus, C.P.S should be incorporated with Crimes against Children Units that are currently located within police, sheriffs and FBI agencies.

The merging of the two would reduce the amount of false allegations reported, since complaints made to a police unit is a criminal offence. Also, the police have the training and resources needed to conduct a thorough investigation. This allows them to determine that if a crime has been committed that warrants the need for foster care.

A parent/guardian under the suspicion of the crime “Child Abuse” would meet the criteria for removal. This would activate the foster care system. Only then would the foster care system be utilized as a response to a possible or suspected crime.

Thus in turn, this would eliminate the unnecessary utilization of the foster care system that has been grossly misused in the past. Unwarranted victimization of children and their families would be greatly reduced and soaring costs would be contained. This would minimize the number of future cases that fall through the cracks and get lost in the system.

WHAT ROLE SHOULD THE SOCIAL WORKERS PLAY IN THE NEW CHILD PROTECTIVE SERVICE?

* All caseworkers must have a bachelor’s degree in social work from an accredited college.

* All states must create bachelor level licensing for social workers.

* All workers must have a current license to work within any state or county in the United States with reciprocity.

* All social workers must have a preceptor for at least three months prior to individual casework.

WHO SHOULD BE A MEMBER OF THE CHILD PROTECTIVE SERVICE TEAM WITHIN THE CRIMES AGAINST CHILDREN UNITS?

Other members from various agencies should be inclusive to this unit, since they bring their specific expertise to complete a proper investigation. It is our opinion that the following individuals who should comprise this team are as stated: Registered Nurse, School Principal, Detective, and Social Worker.

SHOULD AN OUTSIDE AGENCY SYSTEMATICALLY REVIEW THE CHILD PROTECTIVE SERVICE TEAM’S PERFORMANCE?

All agencies must have an outside quality control board that monitors case investigations on a random basis and when requested by the public. This Board must include members similar to the Child Protective Service team, with the addition of an individual from the public. No member may be employed more than three years, to maintain the integrity of the boards’ unbiased decisions.

SHOULD WE MAINTAIN A CHILD ABUSE INDEX LIST?

The child abuse index list shall be maintained only when an individual has been prosecuted and convicted by a court of law for a crime against a child. Today’s said list shall be destroyed, so as to prevent harm to those currently listed who have been accused of a crime against a child, but that have never been prosecuted or convicted. And, children should never be placed on any list that would categorize them in an adverse manner, such as this.

SHOULD THERE BE NEW RULES AND REGULATIONS RELATED TO FOSTER CARE?

There should be a limited number of children allowed to be placed in any single home under foster care, including adoption. No single family shall be allowed to adopt or provide foster care to more than two children at any time. The only exception shall be when siblings number more than two and are placed in the same single dwelling. This will eliminate the financial incentive for monetary gain related to housing foster children and adoptions.

U.S. House of Representatives
Washington, DC 20515-0542

To our Honorable U.S. House of Representatives,

It is unfortunate that Child Protective Service officials have mislead the government into believing, that increased funding is necessary to solve the multitude of problems that encompass C.P.S. This agency is utilizing the funding issue as the scapegoat for their problems, when in actuality the workers themselves, the lack of their personal accountability, are the source of the problem. Further funding will not solve C.P.S’S current crisis, only the restructuring of this agency will provide a solution.

Sincerely,

Cynthia Huckelberry

a few dirty dishes, messy living room, too big a laundry pile next the washer and "Boom" there goes the kids, then the parents have to go through a living hell to get them them back, if they get them back, and all because there from a Poor low-income Family...

P.S. if you have a pet Dog, Cat, whenever your more likely to lose your kids if CPS investigate you...

Of course by this time CPS has violated just about every Constitutional and Civil rights the children, the parents, and even the taxpayers have especially if they are interrogated at school without a court order...

IT'S UNCONSTITUTIONAL FOR DCF TO CONDUCT AN INVESTIGATION IN ANY HOME AND INTERVIEW A CHILD WITHOUT EXIGENT CIRCUMSTANCES (IMMINENT "PHYSICAL" DANGER) OR PROBABLE CAUSE.

This also applies to the Illegal Interviews done at public school without the parents knowledge.
Question: How is a child in "imminent physical danger" when the child is at school?

The decision in the case of Doe et al, v. Heck et al (No. 01-3648, 2003 US App. Lexis 7144) will affect the manner in which law enforcement and Child Protective Services ("CPS") investigations of alleged child abuse or neglect are conducted. The decision of the 7th Circuit Court of Appeals found that the practice of a "no prior consent" interview of a child will ordinarily constitute a "clear violation" of the constitutional rights of parents under the 4th and 14th Amendments to the U.S. Constitution. According to the Court, the investigative interview of a child constitutes a "search and seizure" and, when conducted on private property without "consent, a warrant, probable cause, or exigent circumstances," such an interview is an unreasonable search and seizure in violation of the rights of the parent, child, and, possibly the owner of the private property. The mere possibility or risk of harm does not constitute an emergency or exigent circumstance that would justify a forced warrantless entry and a warrantless seizure of a child. Hurlman v. Rice, (2nd Cir. 1991)

A due-process violation occurs when a state-required breakup of a natural family is founded solely on a "best interests" analysis that is not supported by the requisite proof of parental unfitness. Quilloin v. Walcott, 434 U.S. 246, 255, (1978) End Note.

Other offenses committed against just about every one else's who's ever been involved with Child Protective Services.

Statutes and Rules Violated

Sec. 241. Conspiracy against rights

If two or more persons conspire to injure, oppress, threaten, or intimidate any person in any State, Territory, Commonwealth, Possession, or District in the free exercise or enjoyment of any right or privilege secured to him by the Constitution or laws of the United States, or because of his having so exercised the same; or If two or more persons go in disguise on the highway, or on the premises of another, with intent to prevent or hinder his free exercise or enjoyment of any right or privilege so secured - They shall be fined under this title or imprisoned not more than ten years, or both; and if death results from the acts committed in violation of this section or if such acts include kidnapping or an attempt to kidnap, aggravated sexual abuse or an attempt to commit aggravated sexual abuse, or an attempt to kill, they shall be fined under this title or imprisoned for any term of years or for life, or both, or may be sentenced to death.

18 U.S.C. Section 245 Federally Protected Activities

Racketeering Influenced and Corrupt Organizatrions (RICO) violations

Most of the children in foster care right now, were removed from their home for (neglect) something that **Might Happen** ( if left in a messy home the Kids might get Sick.)
"MESSY HOUSE SYNDROME". Instead of something that did Happen, like physical or emotional abuse or not having enough to eat and the statistics show that the children removed from their home for neglect would be far safer if you simply left them alone, then they would be in foster care or adopted out to someone where they are for more likely to be raped, murdered, physically or mentally abused or go hungry then in their own home...

the statistics show these children are far better off if you simply leave them alone, or offered in home support services, but the state doesn't receive any federal money if they do that, only for removing the children from their home...

Not to mention the fact that loving parents are committing suicide in unimaginable numbers nationwide because child protective services killed or injured there children and then shredded and bankrupted what was left of there families and sometimes the families of their friends and relatives as well...

DCF is the “moving force” behind the on-going violations of federal law and violations of the Constitution. This idea of not complying with the 4th and 14th Amendments is so impregnated in their statutes, policies, practices and customs. It affects all and what they do. DCF takes on the persona of the feeling of exaggerated power over parents and that they are totally immune. Further, that they can do basically do anything they want including engaging in deception, misrepresentation of the facts and lying to the judge. This happens thousands of times every day in the United States where the end justifies the mean even if it is unlawful, illegal and unconstitutional.
We can tell you stories for hours where CPS employees committed criminal acts and were prosecuted and went to jail and/or were sued for civil rights violations. CPS workers have lied in reports and court documents, asked others to lie, and kidnapped children without court orders. They even have crossed state lines impersonating police, kidnapping children and then were prosecuted for their actions. There are also a number of documented cases where the case worker killed the child. It is sickening how many children are subject to abuse, neglect and even killed at the hands of Child Protective Services. The following statistics represent the number of cases per 100,000 children in the United States and includes DCF in Connecticut. This information is from The National Center on Child Abuse and Neglect (NCCAN) in Washington.

Imagine that, 6.4 children die at the hands of the very agencies that are supposed to protect them and only 1.5 at the hands of parents per 100,000 children. CPS perpetrates more abuse, neglect, and sexual abuse and kills more children then parents in the United States. If the citizens of this country hold CPS to the same standards that they hold parents too. No judge should ever put another child in the hands of ANY government agency because CPS nationwide is guilty of more harm and death than any human being combined. CPS nationwide is guilty of more human rights violations and deaths of children then the homes from which they were removed. When are the judges going to wake up and see that they are sending children to their death and a life of abuse when children are removed from safe homes based on the mere opinion of a bunch of social workers.
