A newly released report by the Carnegie Endowment For International Peace called, WMD In Iraq: Evidence and Implications, has concluded that there were no WMD in Iraq prior to the US invasion in 2003. The entire premise for the invasion, in regard to the
WMD, was a complete fabrication, and there were also errors made by the CIA, in regard to its intelligence gathering process.
The WMD Report quoted former British Foreign Secretary Robin Cook who observed that in regard to both the US, and the UK that: “I think it would be fair to say there was a selection of evidence to support a conclusion. I fear we got into a position in which the intelligence was not being used to inform and shape policy, but to shape policy that was already settled.”
In regard to Iraqi nuclear weapons the WMD Report noted that David Kay had found that: “[W]e have not uncovered evidence that Iraq undertook significant post-1998 steps to actually build nuclear weapons or produce fissile material.” The Carnegie
Report also found that Iraq did not have any chemical or biological weapons in 2002,
as the Bush Administration had indicated.
The Carnegie Report also found that the connection between Iraq, and al Qaeda was
virtually nonexistent. Secretary of State Colin Powell said that: “I have not seen [a] smoking gun, concrete evidence about the connection….”
The tangled web of lies, and fabrication went much further. Michael Meacher observed in the Guardian, that David Kelly, just prior to his death, had indicated that there was a secret operation known as Operation Rockingham, which was utilized to fabricate
WMD data, in both the UK, and the US.
Former UN Weapons inspector Scott Ritter detailed the activities of the Rockingham research group in the Scottish Sunday Herald. According to Ritter: "Britain and America were involved [in the 1990s and up to 2003] in a programme of joint exploitation of intelligence from Iraqi defectors. There were mountains of information coming from these defectors, and Rockingham staff were receiving it and then selectively culling [picking out] reports that sustained the [WMD] claims. They ignored the vast majority of the data which mitigated against such claims."
Rumsfeld also setup a similar operation in the US called the Office of Special Plans. Both
Operation Rockingham, and the Office of Special Plans were involved in a coordinated
conspiracy to fabricate data in regard to creating the appearance of the existence of a WMD program in Iraq.
The OSP was used by the DOD to circumvent the normal intelligence gathering process at the CIA, and was created to justify the neocon agenda for the war in Iraq. Julian Borger noted in the Guardian that: “the Office of Special Plans (OSP), was set up by the defence secretary, Donald Rumsfeld, to second-guess CIA information and operated under the patronage of hardline conservatives in the top rungs of the administration, the Pentagon and at the White House, including Vice-President Dick Cheney."
In case the CIA found anything that would have not have indicated the existence of the WMD, in Iraq. The OSP, and Operation Rockingham were used to fabricate, and marginalize US, and UK intelligence operations, in order to deceive, both the US Congress, and the American people, into believing that the war in Iraq was necessary to preserve national security.
