Supply and demand is a simple process.

The more people who can come to this country and are willing to work for low wages. The lower the wages will go, those who hold out for higher wages will be without jobs.

This move by George w. will break the back of labor unions. Grocery strikers, get ready to be replaced by people willing to work for $5.00 per hour plus tips. Or minimal piece-work pay scale.

Nobody will win in this arraingement. Foreign workers will be prevented from persuing citizenship at the risk of losing retirement monies. Those who stay will not recieve their "financial incentives". Those who are citizens will have to compete with a legitimized army of millions of foreign workers who are supporting families on foreign economies and willing to work for far far less.
