Bernard Duncan, prior GM of KPFK is still in play

Strange sightings are occurring…here in LA we have been told that the recent Gen’l Mgr of KPFK had resigned months before his contract was up in June, and left the station in March 2014 instead, with the KPFA Berkeley manager coming in as interim manager here. Now Bernard Duncan’s name has reappeared in some other suspicious circumstances that most of those who are KPFK sponsors/ subscribers/ members/ payers Do Not Understand, and Have Not Been Informed…at all ! Why is there no local transparency or an LA Town Hall meeting to explain, to hear and ask questions - and even if answers are not accurate or easy, for there to be available Discussion, Exposure, Information -vs silence and secrecy – yes, here where KPFK still exists and plays on air ...as if nothing else were going on behind some closed hallowed doors - secretly....unknown to us. We have no say, of course, no power, no input, no nutin but pay and wonder and worry. who are the players here and what are they doing ? in secret alliances ?

Here is a repost of excerpts of what is latest in the conflicts with Pacifica Nat'l Board members and the resulting antagonism, confusion and nothing-known-in-LA by those who are the sustainers keeping KPFK alive with their donations !

" Berkeley-Pacifica's payroll administrator received a letter from Oakland law firm Siegel and Yee on March 28th instructing them to provide online access to Pacifica's payroll accounts to three individuals: Raul Salvador, the former probationary CFO terminated by the board of directors on January 2, 2014, [and] disputed board chair Margy Wilkinson

who was publicly reported hired as an interim ED on April 3rd, one week after the date of the letter.

….. Pacifica's corporate counsel Terry Gross of Gross, Belsky and Alonzo, resigned from his position at the end of March after refusing to represent the board of directors in matters relating to Reese's attempted termination. No replacement attorney or law firm has been retained. ………

The payroll administrators contacted national office staff to request verification of the request and were informed Siegel and Yee did not represent the Pacifica Foundation. Payroll was processed as usual.

According to reports, Siegel told some individuals that he would be "representing Pacifica" at the April 9th hearing, although he has not been retained by the board to do so….."

Excerpts from Eric Jacobson’s article recently here on Indymedia in LA to increase understanding of what is going on by whom and how - the why's have not yet been admitted tho :

“in recent interviews Ms. Reese has recounted a stunning conversation she had on this subject with Dan Siegel, the Oakland, California lawyer who brought another of the lawsuits in the "take back Pacifica" mobilization of ~2000, and who has been a protagonist in Pacifica's factional wars ever since (particularly those occurring at KPFA) ……..

Mr. Siegel told Ms. Reese that he (Siegel) would "sell WBAI to save KPFA", the Berkeley station……

Although Mr. Siegel is no longer on the PNB (due to Bylaws provisions precluding any candidate or holder of public office from participating in Pacifica governance and Siegel's current candidacy for mayor in Oakland) [a conflict of interest and not allowed by Pacifica bylaws, it has been noted that he cannot be in 2 positions that help each other by his taking them] .

[he is] Ms. Reese's main antagonist on the PNB majority is Dan Siegel's law partner Jose Fuentes, the member who made the motion for her termination at the very end of the March 13, 2013 telephonic Board meeting….

Nor has the current Pacifica National Board produced minutes of most of its (ultra-frequent) meetings since taking power in February of this year, although they belatedly did so for the March 13, 2014 telephonic meeting….

how to make sense of what is not even revealed anywhere in LA, not on-air, not a hint of the precipice that KPFK may be on right now, sight unseen, a word not spoken on air or in any Town Hall meeting - nor is one called by the LSB in LA.

But DO Come and find out that as a public-Member, one can listen though there is no attention paid to the required aloted 1+ min of a comment made to LSB - even if no one responds to public payers concerns.

But meeting does provide a view in person - Live In Reality - of what is also distracting info and diversions that do NOT speak to the turmoils with the Exe Director of Pacifica, that place which is the authoritative position working to keep licenses and all operations in working order.”

....."The board appears to be struggling to find leadership who is willing to work with them. More than two weeks after the attempted firing, they finally announced the appointment of Bernard Duncan to be the disputed interim Executive Director.

Board members report he was the only candidate and they did not interview him prior to the board vote. Some members of the board have never spoken to the person they "voted" to appoint.

Duncan was the general manager of Pacifica station KPFK for two years. During this time, KPFK lost its Community Service grant from the Corporation for Public Broadcasting, and ran quarter million dollar deficits each year.

One employee [it was said to be the KPFK business manager ] was found to be running a side business out of a KPFK office doing income tax returns, while using station equipment and facilities. That employee was terminated after a new interim GM [ from KPFA ] took charge after Duncan's resignation a few months ago.

What Duncan will be able to do on his first day of work on Monday is a question. The national office remains inaccessible and all bank accounts and vendor contracts remain under Reese's authorization.

It is assumed he will occupy the KPFA program director's office where Wilkinson set up camp two weeks ago.

When Reese left the national headquarters on April 3rd to assist with the legal initiative, some board and staff members attempted to obstruct the national office, but 22 community members responded to a call for assistance.

Reese re-entered her workplace at 3:30 in the afternoon without incident. ...."

sounds crazy moves to us out here in wilderness away from the real-secret-doings in Berkley or Pacifica or is it the Ukraine too ?

Has Bernard abandoned KPFK to go to Pacifica now? What is going on so secretly ?

and what does “he has taken us on” mean, that Duncan has agreed to tolerate Pacifica in it’s current chaotic crumbling divisive state as a challenge or a test ? What is the alleged PNB chair woman saying ?

Some of us are very very confused.

Bernard Duncan had not publicly aloud said he was leaving KPFK to join in Again at the top Pacifica level instead... not at one of his his last visits to LSB meeting when he said he was leaving “in June [2014]”, .....nor when he Left earlier by a few months without anyone in LSB being able to explain to the public why, when, what was happening, when asked. Nor were any LSB members willing to tell Public Members anything more than “Duncan was going to New Zealand to be with his girlfriend…”


was he? did he ?
or who all were lying or colluding…or maybe : who on LSB did Not Know ? Who knows ? What is happening anyway ?????

How confusing the whole situation continues to be and escalate into a suspicious grab-shift-elevate-positions, just like the USA Government/ corporate worlds that KPFK et al just love to hate and criticize and demean. How different.

Are these sudden silent moves ?
And who at KPFK has informed anyone in LA about their prior GM and his Current antics ? Any one or two or any ?

New Interim Executive Director, Bernard Duncan

Pacifica Foundation Radio has just appointed Bernard Duncan to serve as the network’s Interim Executive Director while a search is underway for a permanent replacement.

Duncan has managed Pacifica Station KPFK in Los Angeles for the past three years. Prior to that, he worked in radio and television broadcasting for 20 years in his native New Zealand, first as an on-air presenter and news anchor, then as a Program Director, then a Network Manager.

He went on to spend 8 years in management positions at NZ On Air – the New Zealand funding agency that does similar work to the US’s Corporation for Public Broadcasting. For two years, he served a s NZ On Air’s Acting Chief Executive, where he managed a budget of a more than $100 million.

”Bernard Duncan knows his way around this organization, cares about Pacifica’s Mission, and he’s worked everywhere from behind a microphone to inside the executive offices”, said Margy Wilkinson, Chair of the Pacifica National Board. ”What Pacifica needs right now is a skilled manager who can hit the ground running, and I’m very pleased Bernard’s taken us on.”

Bernard Duncan and Mitch Mezerich Interview heard today !

this interview was re-played on KPFK 90.7 FM radio April 15, 2014 at 10:15 am.

the initial part was not transcribed here but this interview came on suddenly and was begun after another person was interviewed on the program. This recording [date it was done was not heard to include here ] did not appear to have more information to clarify what was the intention or whom Bernard refers to when he uses the words “they” and “we” in his replies to Mitch.

If anyone has better clarifications and identifications, it would be helpful to have further elucidation to this impromptu transcription – provided here to INFORM ALL KPFK LISTENERS AND SPONSORS as an update of what else has been noted elsewhere.

Bernard was for about 3 yrs the Gen’l Mgr at KPFK and left his position a few months before contract was completed with statement “for personal reasons…” to return to New Zealand to be with his girlfriend who was going there. that is all the information that was provided to KPFK LSB public members about his early departure from his job.


M = is Mitch Jeserich = hosts “Letters & Politics,” of KPFA –Mitch works at KPFA Berkeley and is replayed on KPFK at 10am weekday mornings

M- status of WBAI struggling economically for years now, errors at WBAI, what is going to happen there in future, will network still run it or run it locally

B- lots of Q regarding that, I understand WBAI is a very valuable frequency, great, but If listenership is dropping because of what they offer we need to look at it as a business.. I have NO DOUBT they will continue to operate in

B- I am not sure about that…explain to listeners what that means :

M-==ownership of signal, but we would rent it out to a public radio

B- that was my understanding of the situation. Pacifica Fdtn Radio owns frequency and we need to look at it in a holistic way…we need to look at stations individually and in a holistic way

M- WBAI will operate as a Pacifica station ?

B- yes, for sure.

M- ending employment of Summer Reese – has been horrible regardless of which side.. embarrassing to network…people will ask why they should donate ?

B- my position on elaboration of the situation - a lot of stuff thrown around on Facebook, to and fro from network – I have not engaged in any of that but I have not been involved in the tennis match….

M-= many have not been involved on the air

B- yes……..[missed a few words here ] …. not true, elaborations, continues to be a variety of stuff about my history and people involved in this tit-for-tat battle I will not be engaged in.. network needs to move forward and get better and better ……. we need to move forward…I have not been involved in any of the stuff that is going on around behind the scenes…we [ B did not clarify who is “we” vs. anyone else here ] have not been engaged because we want to just keep doing what the People want us to do..

M - I hope people want us to do

B- yes, I agree completely
