IRAQ,17 JUNE 2004: U.S.TAD, Ex-Im Bank, PMCs...

L'Irak, une journée du mois de juin 2004, une approche d'un coup d'Etat clefs en main, les moyens bancaires privés arabes et américains, les Private Military Companies, le développement économique autoritaire... la démocratie?

Il nous paraîtra intéressant de jeter un coup d'oeil rétrospectif sur la visite historique, à New-York et à Washington, le 17 Juin 2004, d'un pool bancaire privé irakien dans l'ombre du gouverneur-adjoint de la Banque Centrale irakienne (Faleh Dawood Salman) : Al Baraka for Investment and Financing Bank, Bank of Baghdad, Iraqi Middle East Investment Bank, Basrah Private for Investment, Islamic Bank, Commercial Bank of Iraq, North Bank, Credit Bank of Iraq, Sumer Bank, Gulf Commercial Bank, United Investment Bank....
La plupart de ces banques appartiendront selon un bulletin de l'ex Coalition Provisional Authority (CPA, UN Security Council Resolution 1483) intitulé "Iraqi Private Banks Authorized to Conduct International Payments, Remittances and Letters of Credits" à un pool de 17 banques privées irakiennes dont il sera dit que Saddham Hussein en interdira le développement international entre 1992 (en fait à la fin de la première guerre du Golf en 1991) et sa propre chute.

Cette réunion aura lieu en petit comité sous l'autorité de l'U.S. Trade and Development Agency, l'EX-IM Bank, The Iraqi Reconstruction Task Force, The Overseas Private Investment Corporation. Son objet tient en une ligne dans le propos de Kevin G. Woelflein, conseiller spécial du ministre des finances irakien au sein de l'ex CPA : " reconstruction and modernization of the private banking sector is essantial for economic growth in Iraq...this visit has provided the delegates with a valuable opportunity to learn about modern banking practices and will help to make private banks the core of the future banking structure in Iraq"...

Ce 17 juin 2004, à Arlington, Virginie, au siège de l'USTDA (spécialiste de l'exportation US, de l'assistance aux entreprises américaines à l'étranger et du torpillage de la micro et moyenne économie des PVD selon le mode capitaliste néolibéral : "1$ investi dans les activités de l'USTDA depuis 1981 en rapporte 35 aux exportations américaines"), Thelma J. Askey, son directeur, dira : " USTDA is well suited to provide assistance in this critical sector (private banks), having built a solid reconstruction in the Balkans (Croatie, Bosnie-Herzégovine, Serbie-Monténégro, Slovénie, Hongrie, Bulgarie, Albanie, Modavie...) in the 1990s (Dayton Peace Accords on Bosnia) and most recently in Afghanistan".

Dona Thiessen, d'Ex-Im Bank, écrira à propos de cet évènement exceptionnel aux conséquences si déplorables dans le domaine des droits fondamentaux de l'homme, des relations sociales, de la lutte ouvrière et de la redistribution équitable des richesses en Irak :"Private banks are likely to play a significant rôle in the future of the Iraqi financial sector and many steps have been taken to encourage their development. For example, modern legislation has been enacted to govern important financial institutions, such as Iraqi Central Bank (CBI-CPA ORDER n°56, 6/03/04) and The Trade Bank of Iraq. In addition, a new currency has been successfully put into circulation and interest rates have been liberalized. To attracks investors the Iraq Banking Law (IBL-CPA ORDER n°40, 20/09/03) permits foreigners to buy up to 50% of a existing Iraki bank without going through the licensing procedure for establishing a new bank or making a majority acquisition"...
