Before working for the UN he served as an officer in the US Marines and as a ballistic missile adviser to General Schwarzkopf in the first Gulf War. He is the author of ?Iraq Confidential? STEVEN HILL is the director of the Political Reform Program of the New America Foundation and cofounder of Fair Vote/Center for Voting and Democracy. He was campaign manager of San Francisco?s initiative that passed instant runoff voting for local offices, and he was one of the organizers of the successful effort to enact public financing of campaigns for local elections in San Francisco. His most recent book is ?10 Steps to Repair American Democracy? (www.10steps.net) published by PoliPointPress.

In January, State Assemblyman PAUL KORETZ of Los Angeles introduced Assembly Joint Resolution No. 39 calling for the impeachment of President Bush and Vice President Cheney. In doing so, California became the second state (after Illinois) in the nation to have such a bill introduced, using a little known provision of Jefferson?s Manual of the Rules of the United States House of Representatives allowing federal impeachment proceedings to be initiated by joint resolution of a state legislature.

STEPHEN ROHDE is a well-known attorney and expert on constitutional law. He is the immediate past president of the ACLU of Southern California and the author of ?Words of Freedom.?
