On April 16, the Better-Late-Than-Never (BLTN) Faction of the International Communist League (ICL) put forward its Declaration of Faction calling to “Return to the Road of Genuine Spartacism” and to “Regroup with the IG/LFI on the Basis of Their Revolutionary Continuity!” The very next day they received a response from the Spartacist League’s Los Angeles local, falsely claiming that the declaration was written in collaboration with the IG and cynically saying it considered the declaration a statement of resignation. The BLTN responded that claims they couldn’t have written the document were not only untrue but an insult to the intelligence of the ICL membership. The Faction notably exposed how the party that had uniquely waged a principled struggle to defend the DDR (East Germany) and USSR responded to defeat by dumping Trotsky’s analysis of the dual nature of the Stalinist bureaucracy and whitewashing the role of the bourgeoisie and its social-democratic agents in the capitalist counterrevolution. It also independently investigated key political differences between the ICL and the LFI on Brazil and Mexico, as well as challenging the SL on key issues concerning the class line and black oppression in the U.S. The Better-Late-Than-Never Faction Declaration is a challenge to those in the SL/ICL who truly want to make a revolution. The report on the latest conference of the Spartacist League/U.S. makes clear, the SL is a dying party. It is crucial to understand that the decline of the SL/ICL is a direct result of its political/programmatic degeneration. An agreement between the BLTN and the IG/LFI calls for carrying out common work aiming at an early fusion.

While no one deserves to die in a war, of the estimated 30,000 Libyans to die in the struggle to overthrow Mummar Qaddafi, no one else can be said to have had it coming more than Mummar Qaddafi. Not only did he rule for more than 40 years by using terror, he had tens of thousands murdered, he conducted his 10 month campaign to stay in power with the utmost brutality. Most of those 30,000 souls were Libyan civilians killed by Qaddafi with artillery, tanks, snipers and cluster bombs. He targeted civilian to the end and so made the UN mission to protect them synonymous with ending his rule. So I find it odd that many on the left single out the killing of Mummar Qaddafi to demand investigation and justice for.

The NDF Mindanao also said that AFP Chief of Staff Gen. Ricardo David Jr., in his declaration of a new counter-insurgency plan by Jan 1, 2011, bragged that the new strategy would focus on the respect for human rights, admitting in effect that nine years of OBL were replete with human rights violations.

The Spartacist League/U.S. and the International Communist League it leads are in deep political trouble. On April 27, the International Executive Committee of the ICL issued a statement “Repudiating Our Position on Haiti Earthquake,” headlined “A Capitulation to U.S. Imperialism.” After three months of “zealous apologies for the U.S. imperialist military intervention” in the name of humanitarian aid, the ICL suddenly declared that this was a fundamental “betrayal” and the Internationalist Group had been right all along in demanding U.S./U.N. troops out. While agreeing with the IG’s characterization of the ICL’s policy as “social-imperialist”and calling for a “savage indictment” of its own line, the ICL’s explanation for this betrayal – failure to have a formal discussion – doesn’t answer how an entire organization which proclaims itself revolutionary Marxist and Trotskyist could swallow this support for imperialism for months. Its origins can be found in years of capitulation to U.S. imperialism, notably by abandoning the call for its defeat in the Afghanistan and Iraq wars. The Open Letter by the Internationalist Group urges those in the ICL who do not wish to continue gyrating in centrist confusion to examine the real record of their organization’s adaptations and capitulations to “its own” bourgeoisie over the past years.

This movement has grown exponentially in a very short period of time. Although only beginning in June over allegations of voter fraud, the movement is now endorsed by millions of combative Iranians, demanding “death to the dictator,” while they waive an Iranian flag that’s missing the Muslim insignia. Massive demonstrations in the streets and university campuses have directly confronted police repression and in some cases have overcome it. -The people must concentrate their anger and condemnation on the US-Arroyo regime as directly responsible on the deaths and damages of the people in Mindanao caused by the escalation of the armed clashes between the AFP and the MILF. The problem can be rooted to the US-dictated two pronged militarist policy of the regime which is the all-out war against the revolutionary movement led by the Communist Party of the Philippines (CPP) while neutralizing the Moro seccessionist movement of the MILF thru a deceptive and bogus peace process to finish the revolutionary movement in 2010. The militarist clique in the Arroyo regime never expected that the Memorandum of Agreement on the Ancestral Domain (MOA-AD) will ignite the chaos and war in Mindanao. This secret and hasty deal resulted to violent reaction and opposition from the pro and anti-Arroyo reactionary camp and the fake president will even face impeachment because of violations of the constitution. Arroyo got the worst fear of losing her warlord allies in Mindanao that helped her cheat the 2004 elections. Her ulterior motive of using the MOA-AD as a stepping stone for charter change (cha-cha) to remain in Malacanang was also exposed. The MILF's disgust and anger have basis when it was proven that the Arroyo regime is not sincere in the peace talks and on the agreement on ancestral domain and instead used these as a trap to demobilized and surrender of MILF.

The formation of the first bourgeois democratic republic in Asia on January 23, 1899 followed. But just to be destroyed by a new colonial power- the Imperialist United States of America. By waging an imperialist war of aggression against the young republic and its people from 1899 to 1913 in a “war of pacification” against the Filipinos, the United States occupied the Philippines for 48 years. The Filipinos lost almost 2 million people during the Filipino=-American War.

O. described as “b. s.” to defense attorney Guillermo Suarez, are based on the testimony of an undercover cop who alleges that he approached the Black Riders, pretending to be Lebanese and connected to freedom fighters in the Middle East. He claims that the three defendants were involved in a plot to take possession of weapons and protective vests that he claimed to be able to provide them. No weapons were ever involved. These charges are essentially for a “Thought crime” – allegedly conspiring to attempt to possess weapons.

The Alliance-Philippines(AJLPP)-USA desires that the peace negotiations between the NDFP and the GRP resumes. But the Arroyo government is hell bent to obstruct the peace process. Thus AJLPP-USA reprinted this NDFP statement so people are informed of the latest development. The GRP has rejected the NDDF proposals to resume the peace negotiations in Oslo, Norway. The Hague Joint Declaration stipulates that no precondition from any side shall negate the inherent character and purpose of peace negotiations. The Arroyo regime’s demand for capitulation and pacification of the revolutionary forces ignores the roots of the armed conflict and the people’s demands for basic reforms. It runs counter to The Hague Joint Declaration. It is completely absurd for Gloria M. Arroyo and her subalterns to precondition the resumption of formal talks in GRP-NDFP peace negotiations with the capitulation of the NDFP under the guise of a permanent or prolonged ceasefire that is not based on any agreement on social, economic and political reforms satisfactory to the people and the revolutionary forces.

RBO has been on point against this war and repression, providing literature which shows that the war on the Middle East is a strategic part of the U.S. empire’s plans for world domination, calls for massive resistance to war and repression, and poses the need for revolution, including in the U.S. Banning RBO from the Concert of Colors is censorship, book-burning, like the attacks on Fahrenheit 911, part of a climate where all support for liberation struggles is labeled as terrorist and debate and protest are labeled as treason.
