Homeland Lockdown: "Red Alert" = Martial Law

by TOM BALDWIN Wednesday, Mar. 19, 2003 at 10:42 PM

FBI and other federal officials in NJ outline Homeland [In]Security's "Red Alert" response: it will mean Martial Law.

Red Alert would end some personal freedoms

Published by the Gannett State Bureau 3/15/03

By TOM BALDWIN

GANNETT STATE BUREAU

TRENTON -- If the nation escalates to "red alert," which is the highest in the color-coded readiness against terror, you will be assumed by authorities to be the enemy if you so much as venture outside your home, the state's anti-terror czar says.

"This state is on top of it," said Sid Caspersen, New Jersey's director of the office of counter-terrorism.

Caspersen, a former FBI agent, was briefing reporters, alongside Gov. James E. McGreevey, Thursday, when for the first time he disclosed the realities of how a red alert would shut the state down.

A red alert would also tear away virtually all personal freedoms to move about and associate.

"Red means all non-critical functions cease," Caspersen said. "Non-critical would be almost all businesses, except health-related."

A red alert means there is a severe risk of terrorist attack, according to federal guidelines from the Department of Homeland Security.

"The state will restrict transportation and access to critical locations," says the state's new brochure on dealing with terrorism.

"You must adhere to the restrictions announced by authorities and prepare to evacuate, if instructed. Stay alert for emergency messages."

Caspersen went further than the brochure. "The government agencies would run at a very low threshold," he said.

"The state police and the emergency management people would take control over the highways.

"You literally are staying home, is what happens, unless you are required to be out. No different than if you had a state of emergency with a snowstorm."

"The reason being is, what we're saying is, 'Everybody sit down!'

"If you are left standing, you are probably a terrorist. And if you are not law enforcement or emergency response; That's how we're going to catch you.

"You're not going to have a seat to go to.

"That is the basic premise of it."

Resource: Surviving Martial Law

by Pat Henry Wednesday, Mar. 19, 2003 at 10:43 PM

The following guide will help you plan, prepare, and get ready in the event that martial law threatens you safety and well being. It is divided into two parts. The first part describes the framework for martial law and the second part the actions to take in preparing or the actual declaration of martial law.

INTERESTING FACTS

* Martial law is defined as: military rule or authority imposed on a civilian population when the civil authorities cannot maintain law and order, as in a time of war or during an emergency.

* Hitler turned Germany into a Nazi dictatorship through executive orders.

* Executive Order 10995: All communications media are to be seized by the Federal Government. Radio, TV, newspapers, CB, Ham, telephones, and the internet will be under federal control. Hence, the First Amendment will be suspended indefinitely.

* Executive Order 10997: All electrical power, fuels, and all minerals well be seized by the federal government.

* Executive Order 10998: All food resources, farms and farm equipment will be seized by the government. You will not be allowed to hoard food since this is regulated.

* Executive Order 10999: All modes of transportation will go into government control. Any vehicle can be seized.

* Executive Order 11000: All civilians can be used for work under federal supervision.

* Executive Order 11490: Establishes presidential control over all US citizens, businesses, and churches in time of "emergency."

* Executive Order 12919: Directs various Cabinet officials to be constantly ready to take over virtually all aspects of the US economy during a State of National Emergency at the direction of the president.

* Executive Order 13010: Directs FEMA to take control over all government agencies in time of emergency. FEMA is under control of executive branch of the government.

* Executive Order 12656: "ASSIGNMENT OF EMERGENCY PREPAREDNESS RESPONSIBILITIES", "A national emergency is any occurrence, including natural disaster, military attack, technological emergency, or other emergency that seriously degrades or seriously threatens the national security of the United States. Policy for national security emergency preparedness shall be established by the President." This order includes federal takeover of all local law enforcement agencies, wage and price controls, prohibits you from moving assets in or out of the United States, creates a draft, controls all travel in and out of the United States, and much more.

* Martial law can be declared due to natural disasters, Y2k Crisis, Stock Market crash, no electricity, riots, biological attack, .... anything leading to the breakdown of law and order.

SURVIVING MARTIAL LAW

* Prepare before any declaration of marial law by becoming self reliant. You may become subject to a bureaucratic system and be prepared to stay one step ahead of it which is easy to do if you are prepared and in a position to be self reliant. You may also face mob rule, chaos, panic, or a complete breakdown in law and order. Surival situations may be easier to handle in rural areas than urban.

* Avoid areas of marital law. Can be imposed due to natural disasters or man caused events. Important to have a retreat or place in a rural area away from populated areas.

* Create alliances with like minded neighbors or community members that share your views. Team work and numbers may help your situation.

* Become transparent in the sense that you do not draw attention to yourself or your family. For instance, do not tell people that you are storing food just store food. Be prepared to render assistance to neighbors if need be. You never know when you will need them.

* Remain calm! Do not panic.

* Avoid areas of civil unrest if possible. If caught in civil unrest take appropriate action.

* Get informed and stay informed. Understand martial law can be a temporary crisis or an extended one. In extreme cases the shape of a whole nation can change.

* Declaration of martial law means your rights are suspended and it is government by decree. Your constitutional rights may no longer apply. This could mean a state of National Emergency.

* People can be arrested and imprisoned indefinitely without charges.

* Freedom of speech and freedom of assembly can be suspended, and censorship of the media imposed.

* Gun ownership will also come under severe attack during marital law. We could see house to house searches by the military or National Guard looking for guns and seizing any they find along with stored food.

* Take a stand on issues and make a choice that fits your beliefs and the situation. Do you believe as Patrick Henry, "Give me liberty or give me death?" Realize you may have some hard choices to make. Understand you may have to sacrifice your principles on trivial matters or take a hard stand. Always remember that you may have to come back and fight another day.

Not shocked.

If you have an out-building with a steel roof that is a good place to hide your spare guns. They cannot pick up the magnetic signature through ferrous metals such as Iron and Steel. A corrugated metal culvert would be effective too. Just make sure they are in a waterproof container.

I think we expect a contrived "Major Terrorist Event" soon. Probably soon after the Iraq attack is launched.

May God have mercy on us all.

Kind of makes all of you fucking liberals wish that

you hadn't been so damn adamant about taking guns

out of the hands of decent law-abiding citizens, huh?

kinda makes you feel like a chump for voting for Bush

Doesn't it?

This

by IS FUNNY Thursday, Mar. 20, 2003 at 1:05 AM

Why are you all so paranoid. Turn off the X-files, there is no government conspiracy to put you all under Marshal Law! This is what we are fighting against, not what we will ever become. And you with the gun comment, why is it that pro gun people all seem to think that Democrats want to take away guns? Word of advice, read the Constitution (2nd) and the part about judicial review!

what?

Funny

by Disbelief Thursday, Mar. 20, 2003 at 1:17 AM

While I couldn't agree with you more about the insane

hysterical paranoia that they're spouting on the

previous posts...

I checked back over my post and, sure enough, it didn't

say a single word about "Democrats."

I said the LIBERALS are the ones who are determined

to disarm law-abiding citizens, and if you can keep a

straight face while claiming that is NOT a liberal stand

point then you're either a good actor, or completely

oblivious.

MR

by 2nd Ammendment Thursday, Mar. 20, 2003 at 1:19 AM

Cut this shit out, you know that right is protected under the Constitution so stop whining about how some liberal will take it away because they can't , it is impossible!

Sigh

by Disbelief Thursday, Mar. 20, 2003 at 1:32 AM

I never said that they WOULD take guns out of people's hands. I said that is their DESIRE. Pay attention.

My original point, which you're trying to twist into something easier to attack, was the irony in the same group of people (liberals) who have an anti-gun stance, now working themselves into a frenzy over the thought of "Big Brother" taking over and U.S. citizens being defenseless to stop it.

Ummm Hello

by Ash Thursday, Mar. 20, 2003 at 2:14 AM

Under Martial Law the Constitution goes OUT the window, or don't you get it?

The Constitution won't count for much if we are brought to a "Code Red" alert status. We'll be one step away from FEMA relocating innocent persons to "safe locations", refurbished and new "concentration camp like" facilities. Sad, however true, they do in fact exist. Unfortnately, the masses are to busy consuming mind dulling substances and sucking in the hype to acknowledge the alerterations of what was once assumed a "free country".

General Ion Mihai Pacepa is the highest-ranking intelligence officer ever to have defected from the former Soviet bloc - he wrote this article regarding the world wide "Peace Movement"

Excerpt:

[The WPC was created by Moscow in the 1950s and had only one task: to portray the United States as being run by a "war-mongering government." ]

by MadMaxim Thursday, Mar. 20, 2003 at 6:06 AM

This organization is alive and well and currently based in Athens.

Did you even bother to read the article?

Another Excerpt:

On December 14, 2002, the WPC convened a meeting of its Communist-style Executive Committee and then issued an official communiqué stating, in vintage Soviet language: "The Bush administration is intensifying readiness for the unilateral attack on Iraq, and this unilateralism of hegemony is becoming the biggest threat to world peace."

These protest events are pretty expensive:

Excerpt:

To assume that all peace activistists are tools of the KGB requires a rather peculiar and paranoid mindset.

The logic seems to go like this:

Some Peace activists are Stalinist Morons

John is a Peace activist.

Therefore John is a Stalinist.

is really no different from:

Some members of the Aryan Nation Read National Review.

MadMaxim reads National Review

Therefore MadMaxim is a member of the Aryan Nation.

Of course the second is more likely to be true.

My opposition grew out of the conviction I was being lied to. And over and over and over again the Bush Junta has gone out of their way to convince me that I was right. I am being lied to.

It is what happens in a Free Society. You have the right to disagree. A lot of people gave their lives to secure the blessings of liberty. I will not surrender them meekly.

In the end I'll know I supported a Just Cause.

by Liberal with a Gun Thursday, Mar. 20, 2003 at 7:27 AM

Why do we gun-rights supporters think that folks are out to get our guns? Because you prove it, time and time again. You quote fallacious figures from gun-ban groups like the Violence Policy Center. You tell us you just want "gun control", which is another name for gun registration. If our guns are registered with the government, then they KNOW who has guns, and can come to our houses and confiscate them under martial law (or any time the state(s) decide to pass a law declaring certain formerly-legal guns are now contraband).

Leave our guns alone; they may be needed to defend your liberties.

Not absentee ballots

Most of the people who don't bother to vote believe that their vote does not mean anything.

We need to make their vote count again.

Big-business runs politics because millions of $ are required for candidates to communicate with the public.

Most of those $ are spent on media Advertising.

There's now another way to communicate a message to the public:

It's called the internet.

There is our gold standard. Without it no one can

even pretend to know what's going on.

You gotta be curious when the exit polls are wildly

divergent from the vote 'results' like it was in the

2000 election.

This is of course if we even have another election.

How about an ETrail?

by MadMaxim Friday, Mar. 21, 2003 at 3:20 AM

Some ideas of the top of my head:

Voter results can be entered into a database and made available on-line.

Each voter gets a unique code/key so anonimity can be maintained.

The voter can then "check the list" to see that their choices are correct for their key...

The voter database should be publicly accessable - read only. It could be made available on cd-rom.

Frankly...

...I would prefer a strictly manual count done at the Precinct level with aggregate totals reported to a central station.

In calibrating EVS machines the benchmark reference standard is still a hand count. Which, while it might sound counterintuitive, is generally more accurate than the machines from what I have read.

It is interesting to note that in the last election 5 Congressional Seats, strangely enough all Republican, were won by identical Vote totals: 18,181. (The Supplier for the Machines was the same in all 5 Districts - a Bush Supporter of Course.) Three of the seats were in Texas, one in Michigan, and the other Ohio (I think - not sure on the last one - my memory is hazy on it).

A Precinct Level Count is easy enough to do as most Precincts will only get about 750 Votes on average. You draw names from the Precinct at random as Vote Talliers. You pay them something reasonable like say 100 dollars for the evening.

It is done in teams of 3 - a Reader, a Checker (of a different Party) and a Tallier who records the count. You might want to add an Observer for that just to make sure they are tallied in the right column.

From what I have read on the costs associated with different systems the hand count is no more expensive and is a LOT harder to cheat at. You then save the Paper Ballots for say 180 days and then shred them unless there is a pending challenge.

The article I "Published" named "Hey, Maybe Canada is on to something?" regarding the Canadian PM's comments:

OTTAWA (Reuters) - Prime Minister Jean Chretien, trying to clamp down on a wave of anti-American comments by his administration, urged Canadians on Thursday not to criticize the United States for attacking Iraq because this could be construed as supporting Iraqi leader Saddam Hussein.

Where is it?

I'm new at this...

by MadMaxim Friday, Mar. 21, 2003 at 11:35 PM

I clicked on "Publish" at the upper right corner of the screen, filled out the form.

And clicked "PUBLISH!" on the data-entry form.

I was then taken to a screen that correctly showed the article.

But when I went to the "commentary" list, it's not there - gone, poof!

Is this not the correct procedure?

You have to...

by Diogenes Saturday, Mar. 22, 2003 at 7:15 AM

...do one more thing. If I wasn't such a swell guy I might chuckle while I withheld what you are missing but what can I say even an OLD Non-Com has soft hearted moments. (But not many of them - don't want to ruin my reputation.)

You have to then enter a comment as you would when making a comment on another article. Otherwise it just goes down the news ticker on the Sites Home page. You have to have at least one comment made before it kicks over to the Commentary Ticker.

Martial law?

I read the bit about how the "red alert" thing is martial law. Well, looking at the guidelines they have for it, I'd say it is.

And I'll say this here and now- any sorry SOB that tries to tell me I have to stay home is gonna get my boot up their arse!

They complain about terrorists? And they are gonna have US locked up in our homes? WHO is the real terrorist? Sounds like the federal government.

And when they declare martial law, they will then be declaring themselves the true enemy of America.

Martial Law
