the Selective Service System. Who can tell me about Los Angeles
41.18 ?

The 41.18 anti sit-lie enforcement zones act of 2021 was passed by
the Los Angeles City Council Of The United States ( LACCOTUS ).
CHRIS
It is extremely unfair to prohibit outdoor sitting or lying or sleeping
so I hope that the Los Angeles City Council Of The United States
votes to legislatively repeal the 41.18 enforcement zones act of 2021.

Colonel Cahengua has studied the text of the 41.18 law very carefully.
CAHENGUA
In section C-4 of 41.18 there is a clause that says that each enforcement
zone is supposed to last one year only.
COLE
There are a lot of 41.18 enforcement zone signs at public parks
and freeway underpasses that are already more than two years old.
CAHENGUA
Those enforcement zone signs should have been removed after only
one year because of the one year time linit imposed by the
legislative branch LACCOTUS in C-4.

In general 41.18 Resolutions that LACCOTUS passes include a clause of
for the maximum time and maximum distance for each zone.
Each zone is time limited.
CAHENGUA
The sign maintenance contract pays to maintain each enforcement zone
sign for one year only.
DREW
There is a rumor on the Internet that a 41.18 enforcement zone was
discovered that is three years old already because its signs have
a start date of December 29, 2021 and the signs were discovered
still there on Jan 08, 2025.
CAHENGUA
That three year old zone is special. 2/3 of its time is beyond what the
legislative branch allows so we believe now that the U.S. military draft
can be reinstated without legislative consent because little or no
effort has been invested to remove old 41.18 signs that are no longer
legislatively permitted to exist.
COLE
Even though 41.18 is very cruel to homeless people and there was a report
in June of 2024 that says that 41.18 is ineffective at getting people
off of the street we have noticed that not much effort has yet
been invested in trying to repeal 41.18 and as far as we know
no organization has advocated repealing 41.18 between that June
report and January 9th of 2025 when this episode is being created.
CAHENGUA
Recruiters are not recuiting enough enlistees for the U.S. military.

authorizing reinstatement of the U.S. military draft at any time
of December 29, 2024 or later now that a three year old 41.18
enforcement zone was discovered.

If any boy or young man who does not have student loan debt gets drafted
by a draft that was not authorized by the legislative branch called
congress there will be a lawsuit.
CAHENGUA
Based on the fact that there is so little opposition to the very cruel
41.18 that requires homeless people to remain standing 24 hours a day
7 days a week we believe we can get away with drafting people
without congressional consent.
GREG
Many 41.18 enforcement zones already exceed the time limit of one year.
What if the location of outdoor enforcement only is expanded to include
requiring homeowners inside their homes to also remain standing
because their homes are within 500 feet of a enforcement zone sign?
CAHENGUA
If wealthy homeowners were affected by 41.18 beyond the location of
outdoors only without city council consent it could be a serious problem.
GREG
If the U.S. military draft is reinstated without congressional consent
it is extremely important to ONLY draft young people who owe unrepaid
student loan debt.
It is very unfair to draft anyone who does not owe student loan
repayment.
CHRIS
It is also very unfair to require homeless people to remain standing
up all the time especially beyond the one year time limit allowed
for each 41.18 zone by the legislative branch city council.
GREG
Perhaps the 41.18 enforcement zone signs were not removed on time
because 41.18 primarily affects poor people who are too poor to
do anything about it. If the sons of rich parents who did not
get student loans are drafted thier rich parents might be
outraged by a military draft without congressional consent.
Even though 41.18 is cheating by failing to remove old
enforcement zone signs on time The U.S. military draft
should be held to a higher standard so ONLY those people
who owe student loan debt can be drafted without
the consent of congress.

How can we shut down the draft?
CHRIS
First we have to legislatively repeal all of 41.18
anti sit-lie law by a vote of the Los Angeles City Council
so the power of the legislative branch including the
city council and congress will be reinstated.
Second we have to convince the state legislature to
pass a all volunteer jury system where jurors choose a courthouse
and a starting week without choosing a specific trial.
Third we ask congress to vote to place the selective
service system into deep standby mode so the drafting
is stopped and draft registration is stopped.
Four states need to get rid of mandatory jury duty
to shut down the U.S. military draft.
