What the USA are making the almost one century is to copy solutions adopted in Brazil that they reinforce the power, the prestige and the wealth of the elite.

But the elite that not need wages always arranged ways to outline the tax payment on the income, converting their resources in dollar (and other coins) and transferringit for banks in the exterior. In Brazil the taxes on properties are not progressive and the values on which these taxes are thrown never take into account the value of market of the properties.
