I was surprised to discover that state governments issue diplomatic license plates.

I was surprised to discover that state governments issue diplomatic license plates. This license plate issued by the state of Arizona seems to be a license plate for diplomats or foreign governments. I always thought that was something only issued by the Federal government, but I guess I am wrong on that.
