According to an article August 3 in the Boston Globe, this agency has supported research allowing a brain-computer interface that is able to plant thoughts in the mind of its intended victim. Your local universities have participated in this research and it has been suggested they have utilized political activist for decades to advance this research as well as to 'neutralize' pesky liberals, whistleblowers, etc.
Evidently this research is a continuation of the MKultra program which congress tried to stop in the 1970s.
If one searches the web under 'electronic mind control' one will find such victims, but beware of misinformation sites and plain 'wacky' ones designed to discredit the true victims.
Congressman introduced HR 2977 in the 107th congress in an attempt to stop these human rights vioations to no avail.
