We respectfully suggest the urgent need for the introduction of a Congressional Resolution (possibly as a supplement to HJ Resolution 24) along the following lines:
Whereas, the President's push for war on Iraq is opposed by the majority in nearly all countries, and
Whereas, without UN approval, the war is opposed by most Americans, and
Whereas, such war is opposed by most religious leaders including the pope, and would bring vast suffering and death
to great numbers of innocent people, and
Whereas, Saddam Hussein is gradually being rendered powerless by an increasingly intrusive UN inspection regimen
backed by the President's strong military posture, and considering that the expansion of such inspections by land and
by air means that Iraq is under the most comprehensive surveillance to which any country has ever been subject, and
Whereas, UN inspectors have indicated that they are making progress and need more time, and
Whereas, the major terrorist threat arises from religious Muslim extremists who have always hated the secular Iraqi
dictator as well as the US, and
Whereas, the president's rush to war threatens to isolate the US and impair our alliances in the fight against terror, and
Whereas, under our Constitution, Congress alone has the power to declare war, and has the right to review it's authorization
to the President to make war under certain conditions,
Then, be it resolved, that before any war is launched, Congress meet in special session, to review all aspects of the
proposed war on Iraq, and alternatives to such war.
