The Japanese dugong, a gentle sea mammal similar to the manatee, is a symbol of peace to the people of that country. In a bitter ironic twist, it is threatened by plans to construct a floating U.S. military base off the shores of Japan's southern island of Okinawa. It is estimated that fewer than 50 Japanese dugongs remain in the wild.
