Reading through this interesting if lengthy report, brought me a tremendous sense of deja vu b/c I came across statements which must have been lifted verbatum from those made by members of the Riverside Police Officers Assn, during the turbulent years of 1999-2000. With numerous investigations at the federal and state level being launched involving the police department, the civil grand jury jumped into the fray, but for all its bluster and pomp, it was pretty much ignored by those in power.

A lot of this report smacks of a thinly vieled attempt by the R.P.O.A. to dilute or call for elimination of the consent decree Riverside signed with State Attorney General Bill Lockyer.
