Arnold Schwarzenegger said Wednesday he will meet today with Democratic and Republican legislative leaders to restart budget negotiations, using his budget as a template to bridge the state's looming .5 billion deficit during the next 18 months… "Now, with the state projected to run short of cash in a month, it's time to bring Republicans and Democrats back to the negotiating table, the governor said Wednesday… "State Controller John Chiang warned state agencies last week that the state could begin issuing IOUs for some expenses, including income tax refunds, as early as Feb. 1… "But Sen.
