Neighborhood Watch members are Invading Walter Tribe's Privacy inside his 14657 Nurmi Street Home and Stalking Walter Tribe (making Walter Tribe feel uncomfortable inside his home and in his travels) by zapping him with a vast array of electronic devices used as harassment weapons by Evelyn Catron and Minerva Luna who live on Nurmi Street between Herrick Ave and DeGarmo Av and thier co-conspirators Ester Navarro and Benjamin Navarro who live on Lakeside Street between Herrick Av and Degarmo Av. The above named defendants have tormented and tried to murder Walter Tribe with Microwave and Electronic Weapons non-stop since May 18th, 1997 until this very day June 3rd, 2003 24 hours a day and seven days a week, lying in wait for Walter to come home so can Zap him with their electronic weapons and taunt Walter Tribe blatantly and recklessly.
The above named defendants, "blatant disregard for human health" combined with their "blatant disregard for the law and for Walter Tribe's human and civil rights" leads Walter Tribe to believe that these defendants are exhibiting a "compulsive obsessive behavioral disoreder pattern" for many years now. In other words, Walter Tribe believes that the above named defendants are truly a physical threat to themselves and all others. Walter Tribe believes that the above named defendants are a "physical danger to themselves and all others." I would like the above defendants to be taken to Olive View Medical Center for a 72 hour psychological evaluation so professional doctors can prove Walter Tribe's allegations.

How the process works What is the complaint process?
Once a complaint is initiated, it is forwarded to Internal Affairs Group, which is responsible for the receipt, coordination, assignment, and tracking of investigations. Internal Affairs Group will provide you with written acknowledgment that your complaint has been received. They also forward a copy of the complaint to the Office of the Inspector General.
The assigned investigating supervisor will contact you to conduct an interview. Interviews will then be conducted with identified witnesses and officers. Department policy allows complaint investigators up to one year to complete an investigation; however, all investigations do not require that amount of time.
Once the investigation is completed, a commanding officer prepares a written report, which includes a recommended adjudication for each allegation. The Chief of Police reviews and approves the findings and adjudications of sustained investigations. The Inspector General also reviews all completed investigations. This review process assists in ensuring a thorough and accurate investigation and equity in discipline for all personnel. At the end of the process, you will receive written notification of the adjudication. If you have, at any time during the process, contacted the Office of the Inspector General for a review, you will also be notified of their findings.
How to appeal a decision Upon request, the Office of the Inspector General will can review a completed investigation and the Department's findings. Following their analysis, you will be notified in writing of their determination.
You will also be notified whether the Office of the Inspector General believes that any further action regarding your complaint is warranted, or if the Inspector General considers the matter closed.
