Dismantling Predictive Policing in LA

Please join the Stop LAPD Spying Coalition on Tuesday May 8th at 8:30am as we gather at the LAPD Headquarters located at 100 W. 1st Street DTLA 90012.

The coalition will be holding a press conference at 9 AM detailing the release of a new community based report regarding two LAPD predictive policing programs. The report is titled:

Before the Bullet Hits the Body: Dismantling Predictive Policing in Los Angeles.

The press conference will be followed by an immediate attendance at the LA Police Commission meeting to demand the dismantling of these programs and that the Inspector General conduct a thorough audit to examine and report how our human rights have been violated.

With the continued technological expansion of data collection, storage and sharing among law enforcement, Black, Brown, and poor communities are increasingly being experimented on with policing programs that hide behind the veneer of science. The use of new mathematical models, algorithms and artificial intelligence automating an already defunct and racist criminal (in)justice system results in an enhancement and replication of a violent policing institution like the LAPD that is flawed by design.



Over the past 2 years, community members have been meeting monthly to learn, organize, and build power against these predictive policing programs - Predpol and Operation Los Angeles Strategic Extraction and Restoration (LASER). Predpol uses past crimes reported to LAPD to create hotspots within communities where crime is “predicted” to occur and Operation LASER creates secrete lists of people who are being actively tracked by LAPD throughout the community. Both programs criminalize the spaces we live in and the community among us.Over the past 2 years community members have been meeting monthly to learn,

We will be developing/practicing curriculum and other material for workshops and continue building the fight against LA City’s plans to implement Department of Homeland Security and FBI’s programs that criminalize and profile youth.

Called Countering Violent Extremism (CVE), Preventing Violent Extremism (PVE), Black Identity Extremism (BIE) and the MS-13 narrative being pushed to target Latinx youth- all programs that are part of a much larger system of state violence, behavioral surveillance and data collection that further legitimize racial profiling, silence critical thinking and creativity and criminalize youth.

Similar programs in United Kingdom such as Prevent, have targeted Black and Brown students and immigrant families, with devastating effect on youth and their communities. Furthermore these programs have turned educators into mandated reporters of any activity deemed “suspicious” by the government.

There is a long history in the United States of demonizing youth of color. The war on drugs, war on crime and the war on gangs has led to mass incarceration and destruction of young lives. Now the war on terror has unleashed programs with new names with same destructive consequences, with Black and Brown youth being labeled as threats to national security. We look forward to your participation as we build our fight against CVE, PVE, BIE and the criminalization of youth.

Join us for our monthly Our Data Bodies Project Los Angeles Share Out at 5 PM at LA CAN at 838 E. 6th St., LA 90021

In January 2016, Stop LAPD Spying Coalition launched the Our Data Bodies (ODB) project in Los Angeles to deepen and strengthen our on-the-ground work on the impacts of and our collective resistance to surveillance and policing.

Through community meetings, interviews, and workshops, we have collectively been digging at data-driven systems that attempt to define our lives. We have been witnessing how pervasive and persistent data collection and sharing--by law enforcement, health institutions, housing authorities, Department of Children and Family Services, and other agencies--criminalize poverty, foster a culture of fear, suspicion, and policing, and intensifies institutions of oppression and social control.

We have been simultaneously uncovering the impacts of this massive information sharing environment as well as the collective survival strategies, and intergenerational visions we use to free ourselves of these systems of control and oppression. ODB is a three-city research justice effort in Los Angeles, Detroit, and Charlotte, where we have done nearly 135 in-depth interviews with residents in these cities’ most impacted neighborhoods.

Join us for a special evening of sharing, learning, and engaging with this community organizing and research work in these critical times. Let's envision collective resistance, creativity, and transformation needed to reach the systemic changes we need to be seen, not watched, heard not harmed, and to live in a just and humane world.
