The King of Afghanistan was living in Italy, may return or might be meeting with Afghanistan peoples in Pakistan.

He is referred to using the word Shah. The laws and customs of Afghanistan with a government like this would not be a copy of the Shah of Iran. The similarity is in the use of the word-title Shah and the close geographic locations.

Afghanistan has an indigenous assembly which the Shah has advocated for and he is on record saying that this assembly could meet to become a governing body.
