Nepal Post Earthquake Aid Falls Short of Goals: No Debt Relief Pledged at Nepal Recovery C (tags)

This week's Nepal donor conference pledged $4.4 billion in aid to Nepal, short of the $6.6 billion Nepal requested for earthquake recovery. About half of the total financing is loans and half is grants. Nepal did not receive any pledges of debt relief while world leaders gathered in Kathmandu. The International Monetary Fund (IMF) said Thursday Nepal will not qualify for its new emergency debt relief trust fund. "The initial aid pledges are helpful and we can close the $2 billion gap quickly with debt relief," said Eric LeCompte, Executive Director of the religious development organization Jubilee USA Network. "One of the quickest ways that the World Bank, Asian Development Bank and governments can deliver rebuilding grants is by canceling debt." Nepal spends $600,000 a day paying its debt, or more than $35 million since the first April earthquake.‎ The World Bank and the Asian Development Bank pledged a combined $1.1 billion in new concessional loans and grants. Nepal already owes the World Bank and Asian Development Bank approximately $3 billion. Although the World Bank has not announced plans for a debt relief fund, the IMF created the Catastrophe Containment and Relief Trust in the wake of the Ebola crisis and cancelled $100 million of West Africa's debt. IMF spokesperson Gerry Rice said Thursday Nepal met the first requirement for relief but that the earthquake did not cause enough total economic damage. Rice did not reference whether or not damage to Nepal's "productive capacity" pulled another trigger for the fund to release about $23 million in debt relief.

Supreme Court Decides to Hear Argentine Objection to Predatory Hedge Funds Targeting Argen (tags)

The Supreme Court will review a lower court's order for banks to give information on Argentine assets, including those assets held outside of US jurisdiction, to a group of hedge funds seeking to collect from Argentina's 2001 default. Additionally, the High Court will review if it is legal for these predatory hedge funds to target assets for collection outside of a US jurisdiction.

Predatory Hedge Funds and Argentina Face Supreme Court Showdown in Landmark Global Poverty (tags)

Argentina is expected to appeal to the US Supreme Court by mid-February in response to a US 2nd Circuit Court ruling ordering the country to pay $1.33 billion to predatory hedge funds. The precedent the case sets will hurt poor countries in financial distress and could allow a small group of hedge funds to target assets that benefit vulnerable populations. At the same time, debt holders who restructured their debt with Argentina have hired lawyers to help negotiate the dispute between holdout hedge funds and Argentina. Nearly 93% of debt holders restructured their debt with Argentina after the 2001 default. The majority of bondholders are concerned that their settlements could be disrupted if hedge funds win the final ruling.

Philippine Debt Repayments from Marcos Regime Overshadow Typhoon Relief Funds (tags)

Two weeks after Typhoon Haiyan devastated the Philippines, the world has responded with astounding generosity, donating tens of millions of dollars to aid in the recovery effort--$37 million from the United States government alone. Unfortunately, since the typhoon struck on November 8th, the Philippines has spent more than $310 million paying off overseas debts, and it will spend a total of $6.7 billion this year alone. Some of those debts are from the corrupt and abusive regime of Ferdinand Marcos.

THE ECONOMIC-POLITICAL SITUATION OF THE CORDILLERAS (tags)

A YEAR after the US-Aquino2 regime took power, the miserable situation in the Ilocos-Cordillera region mirrors the dismal state of the nation. From the impoverished tobacco and palay farmers in the Ilocos provinces to the indigenous people plowing hybrid corn fields, vegetable gardens and rice terraces in the Cordillera, the empty promises of the Aquino regime are reflected in the continuing violations and betrayal of the people?s right to land, livelihood and resources. The real boss of the Aquino administration turns out to be not the Filipino people, but US Imperialism as it furiously expands its economic interests as well as large scale corporate mines and geothermal and hydroelectric power projects in Northern Luzon and rams down the nation?s throat its Oplan Bayanihan (OPB), the so-called internal peace and security plan. It is these that exacerbate and continue to heighten the national oppression that reached ethnocidal proportion being suffered by indigenous people of the Cordillera and the Filipino people in general. Indeed, Aquino?s Daang Matuwid turns out to be no different from the substandard Halsema Highway with its erosions and slides, close-open status and serving mainly foreign interests in extracting super profits from the region?s resources. Oplan Bayanihan: Furthering the National Oppression of the Indigenous People Despite it?s deceptive psy-war features, Oplan Bayanihan (OPB) is fast showing up it?s true vicious character compared to its failed predecessor, Oplan Bantay Laya 1 & 2 of the unheralded and despicable US-Arroyo regime. The 5th IDPA and the NOLCOM of the AFP have overzealously applied its age-old imperialist master?s tactics of ?divide and rule? by exploiting indigenous social, economic and political systems in its counter-insurgency operations. They target not only combatants but more so innocent civilians including minors and the elderly. Coining nice sounding contraption to hide the harshness and vileness of Oplan Bayanihan does not succeed in erasing the notoriety of the AFP as armed units of the ruling class. Changing its notorious ?Reengineered Special Operations Teams? to ?Peace and Development Operations Teams?does not do the desired trick. It succeeds though in sowing intrigues and beclouding clear provisions of peace pact pagta where armed units (AFP/PNP and/or NPA) are not covered. Operating troops continue to quarter in schools, day-care centers, barangay halls and clinics, private homes and other public and sacred places contrary to clear provisions of CARHRIHL and Protocols of the Geneva Conventions. In many cases, families are broken up as a result of soldiers? womanizing. Young female students are also vulnerable to abuses especially where detachments are near schools. In one case, the whole tribesmen of a young lass have to be mobilized to demand accountability of the soldier?s tribes mate when a married soldier impregnated a young first year college student. Also drunken soldiers always spark troubles with youngsters even at the flimsiest of reasons.

"If one were to live in a city where the only form of employment was a coal mine and there was no means to leave the city then one would have no choice but to work at the coal mine. Control of labour movement is a cornerstone to the socio-economic objectives of the U.S., the E.U., the World Bank, and a league of associated international financial institutions (IFIs). By rendering work forces immobile in any given geographic locality the rights of employment choice and occupational alternatives are removed and a new form of monopoly is established — a forced acceptance of work on whole pools of individuals. Rising fuel prices are also adding to the erosion of mobility rights.??The security agenda behind controlling movements is heavily tied to economic objectives, as are the international disease scares like avian influenza (bird flu) and the swine flue that lock up human movement. Control of mobility in the oceans and international waters of the world is also part of this objective. The internationally illegal Proliferation Security Initiative (PSI) was initiated by the U.S. government, with the support of the E.U., in 2003 as part of the “Global War on Terror.” The Proliferation Security Initiative is presented as a means to prevent the proliferation of weapons of mass destruction (WMDs), however it can be applied to bring about a hold over global maritime mobility. The strategy is a threat to international movement on the high seas and maritime trade. There is good reason why it is illegal under international law and the 1982 U.N. Convention on the Law of the Sea.??Industrial De-location in the European Union and the Global Economic Crisis??This process of industrial de-location has already been underway in the E.U. for years, under which industries have been relocated to Eastern Europe and other global regions. Under this neo-liberal paradigm jobs and industries can gradually be removed from wealthier E.U. states to Southern Mediterranean nations, where cheap and immobile labour forces will be awaiting."

If all that doesn’t work, they are declared a threat to national security and the US military, private contractors and NATO forces invade and occupy the country. These terrorist strategies are not limited to the Middle East and Africa, just ask our neighbors throughout Latin America about the School of the Americas. Contrary to popular belief, the horrendous torture techniques inflicted upon people in Abu Ghraib, Iraq were not an isolated incident. The Global Political Awakening and the New World Order (tags)

"The global debt crisis, which is beginning in Greece, and spreading throughout the euro-zone economies of Spain, Portugal, Ireland and ultimately the entire EU, will further consume the UK, Japan and go all the way to America.[50] This will be a truly global debt crisis. Government measures to address the issue of debt focus on the implementation of ‘fiscal austerity measures’ to reduce the debt burdens and make interest payments on their debts. ‘Fiscal austerity’ is a vague term that in actuality refers to cutting social spending and increasing taxes. The effect this has is that the public sector is devastated, as all assets are privatized, public workers are fired en masse, unemployment becomes rampant, health and education disappear, taxes rise dramatically, and currencies are devalued to make all assets cheaper for international corporations and banks to buy up, while internally causing inflation – dramatically increasing the costs of fuel and food. In short, ‘fiscal austerity’ implies ‘social destruction’ as the social foundations of nations and peoples are pulled out from under them. States then become despotic and oppress the people, who naturally revolt against ‘austerity’: the sterilization of society."

Washington Asserts Colonial-Style Control of Haiti at UN Donors’ Conference (tags)

"A Washington Post blog on Thursday noted: “Despite universal lip service about the necessity of Haitians taking ownership of their rebuilding, no one was really fooled. Hillary Clinton, as US secretary of state, was co-chair of the conference... Bill Clinton—the “United Nations special envoy for Haiti”—will be calling the shots in the near term in conjunction with Haiti’s prime minister as to the strategy, coordination and direction of that international aid. Can you say, ‘Mr. Viceroy?’” Of the $5.3 billion in short-term aid pledged at the conference, the US accounted for only $1.15 billion, less than the $1.7 billion pledged by the European Union and even less than Venezuela’s pledge of $1.3 billion. The US pledge to help a country whose devastation is largely the result of over a century of American imperialist domination, including repeated military occupations, is a tiny fraction of the amount allocated to bail out Wall Street."

Haiti: Workers Solidarity, Yes! Imperialist Occupation, No! (tags)

The January 12 earthquake in Haiti that devastated the capital city, leaving well over 100,000 dead and a million homeless, was one of the worst geological calamities of modern times. The earthquake was a natural disaster, but the horrendous death toll and monumental destruction were caused by capitalism and imperialism. Now the human suffering has been enormously compounded by to the militarization of the relief effort and reoccupation of Haiti by the United States. More than a dozen flights by aid groups, carrying rescue squads, tons of medical supplies and entire field hospitals, were refused permission to land at the Port-au-Prince airport by U.S. military air controllers who are now in charge. Food was already stocked in warehouses, but agencies refused to distribute it for fear of "riots." The media blitz is a propaganda war to embellish the image of U.S. imperialism. This phony humanitarianism are being used to disguise a new U.S. occupation of Haiti. We demand an end to the imperialist occupation, U.S./U.N. forces get out of Haiti and stop blocking entry of Haitian refugees.

The challenge for radicals and progressives today is not only to revitalize the spirit of Seattle but to take back the initiative in an era in which the biggest and most confrontational mass actions are being staged by the "teabag" Right.

"MCC's eligibility criteria include a commitment to "just and democratic governance." The pattern of actions taken by Honduras beginning on June 28, 2009, is inconsistent with this commitment and MCC's eligibility criteria. For the record, under the Zelaya administration, according to the MCC fiscal year 2010 scorecard, Honduras turned in grades well above passing with respect to “political rights,” “civil liberties” and “voice and accountability” — the latter, described by MCC, as “the ability of institutions to protect civil liberties; the extent to which citizens of a country are able to participate in the selection of governments; and the independence of the media.”

"The people of Tacloban are struggling to get such basic needs as electricity and water," said Fr. Santiago Salas, NDF-EV spokesperson. "But the Petilla and Romualdez political dynasties not only ignore this, they add further to the mess by squabbling over water administration as one of the political spoils at stake in the 2010 election. Meanwhile, the people are fuming at the lack of water and furthermore anticipate a power rate hike on top of that problem. Poor water and electricity services are not unique to Tacloban but widespread in the region because of government neglect."

I listened to the wild speeches, which were just a cry for ‘bread! bread!’ and on my way home I pondered over the scene and I became more than ever convinced of the importance of imperialism.... My cherished idea is a solution for the social problem, i.e., in order to save the ..........inhabitants of the United Kingdom from a bloody civil war, we colonial statesmen must acquire new lands to settle the surplus population, to provide new markets for the goods produced in the factories and mines. The Empire, as I have always said, is a bread and butter question. "The international community demands that Mr Zelaya immediately return to the presidency of his country and must be alert to ensure the inviolability of Brazil's diplomatic mission in the capital of Honduras." The United Nations isn't likely to ignore Lula's plea. As a body, it owes Brazil heavily for its leadership of UN Peacekeeping forces in Haiti, and also for its unique role as a respected organizer and spokes-country of "developing world" states as a force for global social and economic justice. Wealthier nations, meanwhile, from the US to China to Europe, are greatly dependent (or would like to be more so) on the gigantic consumer market that is Brazil. In eight short years, Lula has greatly risen Brazil's status and respect across the globe by playing these factors upon each other very shrewdly."

Obama Snubs Africa, Then African Americans (tags)

Many people believed that after Bush had left the White House, rampant arrogance combined with stunning hypocrisy had also gone. Events have proven otherwise. A recent speech delivered in Africa — and one later directed specifically at African Americans — carried with them all the baggage of the Bush years, to the extent that one could safely claim that absolutely nothing had changed. And although Obama is able to give a more compassionate and intelligent speech than was possible with Bush, the essence of their policies is identical. Both Africans and African Americans can expect no help from the U.S. government in addressing their serious and specific grievances, themselves the result of past and current U.S. government policy. Instead, both were given the same solution: if you want help, help yourselves, “no excuses.”

When nothing came of the meeting, we were told that the summit “succeeded” because it “laid the groundwork” for the next G-20 gathering, recently led by Obama. The four months between G-20 summits was one of rising massive unemployment and social misery for millions of people, creating an urgency that was unmet by the world leaders in London.

The Rise and Fall of the UN (tags)

One’s opinion of the United Nations reveals a lot about political consciousness; and because perception is usually based on experience, it’s only natural that people from different countries have opposing views about the UN and its pillar institutions— the International Monetary Fund (IMF), World Bank, and the World Trade Organization (WTO). In the United States, familiarity of the UN is limited to vague notions of ‘international democracy’ and ‘peacekeeping’, words that inspire the noblest of intentions; the World Bank and IMF on the other hand are institutions that invoke little reaction among the US public. How and by whom the UN was formed, whose interests it serves, and the actual history of its ‘peacekeeping’ missions are all things rarely examined. It is the purpose of this essay to look at the formation and development of the UN, and in so doing, attempt to show the evolution of the capitalistic system itself, which was ‘reborn’ upon the back of these hardly-neutral organizations.

The Economy of Gaza (tags)

In one of many reports and accounts of economic life in the Gaza Strip that I have recently read, I was struck by a description of an old man standing on the beach in Gaza throwing his oranges into the sea. The description leapt out at me because it was this very same scene I myself witnessed some 21 years ago during my very first visit to the territory. It was the summer of 1985 and I was taken on a tour of Gaza by a friend named Alya. As we drove along Gaza's coastal road I saw an elderly Palestinian man standing at the shoreline with some boxes of oranges next to him. I was puzzled by this and asked Alya to stop the car. One by one, the elderly Palestinian took an orange and threw it into the water. His was not an action of playfulness but of pain and regret. His movements were slow and labored as if the weight of each orange was more than he could bear. I asked my friend why he was doing this and she explained that he was prevented from exporting his oranges to Israel and rather than watch them rot in his orchards, the old man chose to cast them into the sea. I have never forgotten this scene and the impact it had on me.

In 2003 - the road map period -the Palestinians accepted the plan and declared a cease fire, but while the Western world was celebrating the new era of peace, the Israeli army, under Sharon, intensified its policy of assassinations, maintained the daily harassment of the occupied Palestinians, and eventually declared an all-out-war on Hamas, killing all its first rank of military and political leaders. Later, as the Western world was holding its breath again, in a year and a half of waiting for the planned Gaza pullout, Sharon did everything possible to fail the Palestinian president, Mahmoud Abbas, who was elected in January 2005. Sharon declared that Abbas is not a suitable partner (because he does not fight terror) and turned down all his offers of renewed negotiations.

RIZAL IN THE U.S.A. (tags)

The anniversary of the death of the Philippines' national hero Jose Rizal this Dec. 30 affords us the occasion to reassess his work, particularly in the context of ongoing fierce class war in the Philippines between the oppressed, impoverished majority and the few privileged landlords and politicians bought by global capital. This is taking place at a time when the Philippines is being re-colonized by the U.S. as the world's imperialist hegemon. Would Rizal want the country partitioned to greedy transnational corporations and their national elites in the current terrorist war against peoples of color in particular? These reflections hope to provoke a re-thinking of what it means to be a Filipino with the Philippines in permanent crisis, using Rizal as a point of departure, especially in the light of its citizens becoming an embattled diaspora--more than ten million OFWs as exploited domestics and contract workers around the planet, while the country's rich natural resources, cultures and traditions are wasted by foreign profiteers of globalizing capital supported by local comprador parasites currently headed by the corrupt Arroyo regime. After Genoa and New York (tags)

The following analysis of the "leadership" and direction of the antiglobalization movement was written before the events of September 11, 2001 in New York City and Washington D.C. It was prepared as something to consider prior to the IMF/World Bank meetings originally scheduled in DC at the end of September. The events of Genoa, and the entire agenda of the movement, have been moved off center-stage by the attacks and the US Government response to them. The main body of the text has been left in its original form; an attempt to understand the new situation is briefly presented at the end as an addendum.

MGJ: WORLD BANK AND IMF RETREAT (tags)

"It does not matter to the impoverished people of the world and our collective global environment whether the World Bank and IMF meet for six days, five days, two days, or not at all. Why We Need to Stay in the Streets: "Our large scale actions have been extraordinarily effective. In fact they have, they have significantly changed the agendas and the propaganda issuing forth. In any case, the actual policies of these institutions will be the last thing to change…. Our purpose is to undercut their legitimacy, to point a spotlight at their programs and policies, and to raise the social costs of their existence until they become insupportable. Contesting the summits has delegitimized these institutions in a way no local organizing possibly can."

The FTAA is a continuation of the imperialism that began thousands of years ago in Europe…. Advocates of the FTAA would not dare refer to their policies as forms of colonization or feudalism…. Instead they will justify their actions in the name of "development" for the "poor" countries of Central and South America. Development? What the first peoples of the Americas need is "recovery" not development. Recovery from the very same colonization, domination, and genocide that multi-national corporations want to perpetuate for their own gains today.
