Typhoon Ondoy smashed ashore in the Philippines on Friday, September 25th, killing over 400 people in Manila's worst flooding in generations. More than 80 percent of Manila was under water Sunday. The Philippine authorities are still struggling to help the hundreds of thousands of people affected by the devastating floods of Typhoon Ondoy. Over 240 people have died and the death toll is rising. Thirty-eight people are still missing. Almost 2 million people have been affected by the flooding. More than 380, 000 have reportedly abandoned their homes. Over 450, 000 people have taken refuge in emergency evacuation centers. However, finding shelter has not alleviated the suffering. Food, sanitation, and medical supplies are low. Major relief efforts are underway, yet are not sufficient to support the people’s needs for long. More support is needed. It is our time to help. When Japan surrendered on Aug. 14, 1945, we who had fought as regular army or as guerrillas suddenly became veterans. The terrible war was finally over and everybody looked to picking up the pieces in a regime of peace. From what I read in the papers, the pension is not much. The daughters of slain Filipino peasant activist Eddie Gumanoy – Rose Anne, 21, and Fatima, 17 – were traveling to the city of Cavite on the morning of July 3 when they realized they were being followed. They sent a text message to their mother Maria to meet them at a mall in Muntinlupa, but the two sisters never arrived. They later sent a second text message saying they had been intercepted by soldiers. The family and members of the human rights group Karapatan (Alliance for the Advancement of People's Rights) thus began looking for the two women. On July 4, they went to the office of the Intelligence Services of the Armed Forces of the Philippines at Camp Aguinaldo, which denied that the military was holding Rose Anne and Fatima. They also filed a complaint with the Philippine National Police in Camp Crame in Quezon City. That afternoon army spokesman Col. Ernesto Torres denied that the military had abducted Rose Anne and Fatima, but did admit that the two women were under the care of the army. He refused to disclose where they were, however, stating that the young women had voluntarily sought protection from the military as they were afraid of Karapatan.

- Extrajudicial and political killings, including those of journalists, by members of the military, police and other perpetrators continue to be a major problem in the Philippines, according to a report of the US Department of State. In its 2007 Country Reports on Human Rights Practices released in March this year, the US said that communist rebels and other terrorist groups also committed human rights violations against civilians. The report said that despite intensified efforts by the Philippine government to investigate and prosecute these cases, many went unsolved and unpunished.

Khaled Musa, deputy chairman of the MILF committee on information, doubted the government vow, saying the head of the Philippine delegation to the recent conference by United Nations Human Rights Council (UNHRC) in Geneva, Switzerland, Executive Secretary Eduardo Ermita, �has blood in his hands� with the deaths of a number of members of activist groups in the Philippines. Musa hinted that Ermita may not be serious in making the vow as he has been a key government official during the country�s most darkest periods for those who spoke against the state. He noted that Ermita not only is one of the most influential officials in the present administration, being President Arroyo�s alter-ego, but also had held various key roles during the martial law times under the leadership of the late strongman Ferdinand Marcos.

We, the Justice for Filipino American Veterans (JFAV), are addressing the Philippine government’s actions affecting our campaign for the Filipino-American Veterans who have fought in World War II and were denied their promised benefits fighting under the American regime. We commend the Philippine government’s efforts in lobbying for the Filipino Veterans to gain their benefits that they were denied at the end of World War II, especially from Ambassador Willy Gaa and Consul General Mary B. Aragon Seeing this support from our mother country, in addition to the growing support from our fellow Americans of different ethnic heritages, gives us motivation to push forward with this campaign of obtaining the benefits promised to the Filipino WWII Veterans as well as for reunification for their families. However, we are gravely concerned with the government's recent activities of selling federal institutions, especially the National Veterans' Memorial Hospital, to private developers in order to carry out Executive Orders 620 and 620-A, which call for the development of the East and North Triangles and the Veterans' Memorial area of Quezon City. We find it very ironic how our government, who has invested such efforts into our cause, can sell the National Veterans Memorial Hospital – an act that conflicts a stance set from the previous action. This hospital is a gift from the American government, to tend especially to the health needs of the Filipino Veterans.

In the latest attack over free media in the Philippines, Radyo Cagavano, a community radio station run by farmers and supported by the left-wing Bayan Muna party, was burned down and its staff member injured and robbed at gun-point. The radio station employees suspect the Philippine Army. Since Gloria Macapagal became President in Feburary 2001, 42 journalists have been murdered. AMARC, the World Association of Community Radio Stations, is organizing a campaign to demand justice for the people of Radyo Cagayano. The anniversary of the death of the Philippines' national hero Jose Rizal this Dec. 30 affords us the occasion to reassess his work, particularly in the context of ongoing fierce class war in the Philippines between the oppressed, impoverished majority and the few privileged landlords and politicians bought by global capital. This is taking place at a time when the Philippines is being re-colonized by the U.S. as the world's imperialist hegemon. Would Rizal want the country partitioned to greedy transnational corporations and their national elites in the current terrorist war against peoples of color in particular? Self-educated at the Los Angeles Public Library in the Thirties, Carlos Bulosan, the militant Filipino writer and labor activist, died on September 11, 1956. His death anniversary last month provided the occasion for the Filipino community to celebrate his contribution to the revolutionary struggle of peoples everywhere for justice, dignity, and self-determination. Bulosan was part of the community of progressive Los Angeles-based intellectuals (Carey McWilliams, Sanora Babb, Louis Adamic, Ring Lardner Jr. and others) victimized by McCarthyism and fascist reaction. His example of resistance continues to inspire people of color everywhere.
