Who looks to Brazil, it thinks that the Brazilians imitated the USA. But the truth is exactly the opposite happened always.
What the USA are making the almost one century is to copy solutions adopted in Brazil that they reinforce the power, the prestige and the wealth of the elite.
In the years 1930 Brazil created a legislation that allowed to the Police to arrest "suspects of communist activity". This was made in the USA only in the years 1950.
In Brazil, from the Constitution of 1946, the smashing majority of the taxes is on the consumption. Tax on income always is discounted of the workers' wages. But the elite that not need wages always arranged ways to outline the tax payment on the income, converting their resources in dollar (and other coins) and transferringit for banks in the exterior. In Brazil the taxes on properties are not progressive and the values on which these taxes are thrown never take into account the value of market of the properties.
In Brazil who pays tax or it is poor or it is stupid people. In the 1980 the USA elite began to do the same as the Brazilian elite.
