Paypal is involved in a report of refusal to refund an unreceived item purchased through Ebay.

Paypal is reported to have refused to refund a buyer's report of having not received an item from the seller through their Ebay auction transaction. According to the buyer they had to clarify key details several times to the Paypal representatives. This clarification was met with the same confusion throughout the reps dialogue with the buyer and was eventually central to the reps decline to refund the amount for the unprovided merchandise.

The Paypal site posts that there is a refund policy and a policy for dispute resolution. The Paypal representatives mishandling of claims such as these makes it apparent their failure to attend to the details. Investment is normally defined by behavioral attention. Despite reports of ongoing clarification of a key detail that was misunderstood by the Paypal representatives the confusion continued.
