Cuba and Bush's elections

La Habana, Julio 20.- Desde los Estados Unidos llegan informaciones que restan aún más credibilidad al titulado informe de Bush sobre Cuba. Ahora se trata del tema electoral.
El segundo informe sobre Cuba fue presentado recientemente por la secretaria norteamericana de Estado, Condoleezza Rice, dado a conocer a manera de continuación del presentado en mayo de dos mil cuatro.
Una de las cuestiones anunciadas es eliminar el actual sistema electoral cubano e instaurar uno similar al de los Estados Unidos. ¿Cómo funcionaría? Lo explicó este lunes el periódico USA-Today.
Según este diario, el de mayor circulación, allí la mayoría de los norteamericanos muestra poco interés en seleccionar a los candidatos para las elecciones parciales de noviembre. En esos comicios debe ser renovada la Cámara de Representantes y la tercera parte del Senado y de los gobernadores.
ESCANDALOSA AUSENCIA EN LAS URNAS
Solo para llegar a ser candidato a senador –como por ejemplo sucedió en California- algunos han llegado a invertir hasta veinticinco millones de dólares.
Pero después, al formalizar esa candidatura en las llamadas elecciones primarias de los partidos, la ausencia en las urnas de millones de personas resulta escandalosa.
Este año ya veintiséis estados norteamericanos efectuaron ese tipo de comicios, y la asistencia, dijo USA-TODAY osciló entre un veinte y un treinta por ciento de quienes debían seleccionar candidatos. Se llegó al caso, en el estado de Virginia, de que menos del cuatro por ciento de sus tres millones y medio de electores concurrieron a votar.
Es rodeado por este panorama que el plan Bush pregona un nuevo sistema electoral para Cuba. Antes debieran remendar el suyo, consumido por una crisis tan grave como insoluble.
