"They" don't need to utilize the water system to control our minds. The work has already been done via common, everyday brainwashing provided by our parents, media, history books, religion etc. The human "herd" instinct and a "collective" system of values formulated by the privelaged few for the uninformed many is all that is needed to keep this show going. This is an age old problem with no solution in sight.
