Yes, the democratically-unelected Bush administration will hand off to the yet-to-be-named Iraqi "government" their right to--NOT sovereignty--but many of the "soveriegnty-related program activities."

...such as picking up garbage in Baghdad's streets, or rounding up truck drivers for Halliburton's convoys, or better yet, recruiting unemployed Iraqi workers to serve as "human shields" for the U.S. invaders' patrols down the volatile streets in Fallujah, Najaf and dozens of other centers of anti-Occupation resistance.
