PRIVATE PROPERTY OWNING AGAINST LAW IN FINLAND

Statement number 1051/4/02 from Parliamentary Ombudsman?s Office say ?it is not a crime letting someone else, than the property owner access the property You are in charge of, even the property would have been stolen?. Statement was given by assisting Parliamentary Ombudsman Ilkka Rautio and presenting official Eero Kallio. By using the same statement any burglar could stole Parliamentary Ombudsman?s personal property from his house ? please be my quest.
Later on with reference 1455 Parliamentary Ombudsman?s Office says ?You complaint (related to private property owning) will be indroduced by presenting official Eero Kallio ? the same person who the complaint was concern about. What does a disqualified person mean in content of ?not being able to handle his own mistake??
