Does President Bush pull President Clinton's trick legally?

UNCLE SAM’S HAT TRICK; DOES BUSH MAKE CLINTON’S TRICK?
FINLAND – The White House may not be the most appropriate place to take of “non governmental issues”, even the one found guilty would be government itself. If some nation is caught from crimes, you can not soon them into International Court of Justice in Den St. Gravenhage, because it is a court between states.
In the end you have two alternatives; You can either loose, or ask President Bush to make ‘Uncle Sam’s Hat Trick’ or ‘to pull a Clinton’. In trick President Bush is asked to make some legal money to safe his elder days by using White House machinery and his authority in bringing the case into International Court of Justice in a legal way. President has his solicitor feel, USA gets justice done and everyone is happy. What do you think USA?
