Can a leader lead, when they don't have approval?

Bush will probably take Florida when the absentee ballots come in and tip the election toward him. GW, squeaking by with only a slim victory in the College, and no victory at all among the population, will face a presidency without popular approval.

This is an unprecedented opportunity for the angrier elements of the progressive movement. This could be the weakest presidency in history, and with some work, it could be easier for the average politician to dismiss or go against the wishes of the chief executive. All it takes is a program of creative dirty fighting, attacking Bush mercilessly, and upsetting business as usual.
