A group of Justice for Filipino American Veterans (JFAV) met with Congressman Bob Filner, ( D-51st District) ,head of the House Committee on Veterans Affairs in a legislative visit in his Chula Vista office today at 9:00 AM, July 09, 2010. The San Diego and Los Angeles group headed by JFAV National Coordinator Arturo P. Garcia and San Diego JFAV representation met with Congressman Filner and his Filipino deputy Manny Doria for fifteen minutes. The JFAV organization updated Rep. Filner on the present situation of 16,000 Filipino veterans who were denied of their lump sum claims by the Department of Veterans Affair (DVA). Rep. Filner acknowledged that they did not expect that more than 41,000 Filipino World War II veterans will apply for claims. They ( US Congress) only provided for 18,000 Filipino veterans.

Members of the Justice for Filipino-American Veterans (JFAV) and the Migrant Heritage Commission met with Congressman Bob Filner (D-CA) this morning in an effort to revive the lobby for full equity. Art Garcia, National Coordinator for JFAV says Filner, a staunch advocate for the Filipino veterans, is sympathetic to the 16,000 veterans whose claims lump sum claims were denied.

It’s been 18 years running and with less than a week left, the house version of SB 1315 still hangs in a balance. The democrats led by Speaker Nancy Pelosi have not authorized the bill to be discussed or voted on the floor since April. House veterans affairs committee chairman Bob Filner, running for re-election in California’s heavily ethnic southern San Diego district, has offered a compromise bill that would provide a one-time, lump-sum payment of $15,000 for US-based Filipino veterans and $9,000 for those in the Philippines. JFAV and ACFV and other veterans advocates have rejected the Filner proposal, confident that S-1315 still has a chance. “The way we see it,” says Justice for Filipino American Veterans (JFAV) leader Arturo P.Garcia said: “The Democrats are not doing their job. We voted them into office to pass this bill. But now, they are not moving and making the same empty promises.”

Just two months after local opposition thwarted its effort to build a massive outdoor training facility near San Diego, the private military company Blackwater USA is being accused of secretly trying to build a new one just blocks from the US-Mexico border. Blackwater received approval for the 61,000 square-foot indoor facility in Otay Mesa, California, by filing for permits using the names of two subsidiaries.

This invasion led to the Fall of Bataan on April 9, 1942. “Residents of San Diego County rejected Blackwater’s proposed mercenary training facility in Potrero, and I cannot imagine that San Diegans will feel any differently about Otay Mesa,” said Congressman Filner. “The use of civilian-defense contractors is irresponsible, and should be stopped immediately. Not only are they unaccountable to the Military, the State Department and Congress; they are civilians serving in combat and combat-training. Many have been wounded or have wounded others, and yet, they are not veterans; there is no safety net when they come home. It is criminal to ask civilian men and women to perform the role of the military when they lack the support necessary to return to their civilian lives. The paramilitary-style training conducted at these facilities has no place in our backyards!”
EPCC and JFAV Marks 66th Pearl Harbor Day in Los Angeles (tags)
The Echo Park Community Coalition (EPCC) based in Los Angeles Chair Arturo P. Garcia and the Justice For Filipino Veterans (JFAV) leader Faustino Baclig vehemently condemn the US Congress most especially the Republican party for opposing the veterans equity bills that resulted for its no-passage this year. “This is the most blatant form of racism and discrimination. For more than sixty-one years the veterans continued to be treated as second-class American veterans. They continued to be denied the rights and the privileges that should be accorded to them as American World War II veterans” Garcia exclaimed.

As US Congress Committee on Oversight and Government holds hearings on the use of private security contractors in Iraq--including testimony from Blackwater USA Chairman Erik Prince--local opponents of Blackwater USA are planning a major rally, for the first time at the gates of the proposed Blackwater West site, on Saturday, October 6th through Sunday, October, 7th.
“Equity Bill To Be Passed by June 30, 2007”—Filner (tags)
“I wished we could to pass the Equity Bill by April 9, (on Bataan Day,) but we did not make it, I think, we can pass the Equity Bill by June 30.” This was the direct answer of Representative Bob Filner (CA- 51) of San Diego and the Chairman of the Committee on veterans Affairs to the question of JFAV Coordinator Arturo P. Garcia when will Congress pass the equity bill during the Q and A portion of the Forum on Veterans Affair Issue. The forum was held last Monday, April 2 at the American Legion Post 206 in Highland Park, Los Angeles. Congressman Filner also reported “that the appropriations are assured for the equity bill if it passes Congress before the year ends ” because the lower house have passed or earmarked more than $ 13.6 B appropriations for the veterans funding this fiscal year.
