Lower Binogsacan, Guinobatan, Albay. No unit of the NPA was involved in this incident and it is clear that what happened was a dastardly attempt of the AFP to assassinate Ka Choy who is a consultant of the NDFP Peace Panel and then put the blame on the NPA. Ka Choy and his escorts had just attended a court hearing in Ligao City and were onboard a vehicle on the way back to the Albay Provincial Jail when they were shot at. They were near a detachment of the 502nd PNP-PMG at the time. One of the police escorts, PO1 Rommel Aringo, was hit in the back.

The passengers obviously worked for the "coalition forces"... on their bodies were found dog tags, weapons, an American passport and a U.S. Department of Defense identification card. U.S. military commanders throughout Iraq have been saying for months -- almost unequivocally -- that they are winning the war against Iraqi insurgents, religious extremists and foreign terrorists in their sectors. This, even as attacks against U.S. forces increased across the country and a series of high-profile bombings and helicopter shoot-downs helped create the impression in the world media that the insurgents were gaining ground. Vernon Loeb, defense correspondent for The Post, asked commanders from the four major U.S. Army divisions in Iraq why they thought they were winning, and what they used as measures of success.
