Obviously, it is a pilot test that-depending on the public reaction-may as well be declared all over the Philippines. With regard to Maguindanao massacre, the Department of Justice filed rebellion charges against the Ampatuans-a device meant to justify the Martial Law declaration (existence of rebellion and related reasons) even if it is clear that the massacre was not a political case but pure and simple mass murder, a genocide. The rebellion charges may be intended to appease the Ampatuans instead of treating them as mass murderers.

Valera, Executive Director of the US based Migrant Heritage Commission said that “ Senator Lacson’s privilege speech is a confession of the legal and moral bankruptcy of our political system. But it does not exclude him from any responsibility of the crimes.” The statement futher said: "Lacson is in possession of vital information of specific crimes committed by individuals cited in his “expose” and Valera said that further investigation by the Senate Blue Ribbon Committee and other special bodies should be done, so that appropriate criminal charges can be filed. “What we will continue to hear from Sen. Lacson’s privilege speech is the affirmation of the litany of institutional corruptions committed by powerful actors in the civilian and the military establishments involving the highest echelon of leadership during the regimes of both former President Estrada and the incumbent President Arroyo,” Valera said.

Mrs. Aquino, a simple housewife, was reluctantly thrust into the center-stage of history with the assassination of her husband, Senator Benigno Aquino Jr. in August 21, 1983 and made her mark as an opposition leader and then as a president of the Republic after the dictator was deposed in a people’s power uprising in 1986. Before that, for three significant years, from 1980-83 the Filipino American community was lucky enough to have the Aquino family in exile in Boston, in the east coast until Senator Aquino decided to come home to his martyrdom at the hands of the much hated dictatorship. Then rest is history.

On November 1, 2005, Nicole, a 22-year-old Filipina, was observed being dumped out of a van in a semi-unclothed and semi-conscious state. The van contained three U.S. troops who were in the Philippines for the annual joint military exercises with the Philippine Armed Forces. Lance Cpl. Daniel Smith was subsequentlly charged with rape before the Philippine courts. He was found guilty and sentenced to 40 years. After spending 30 days in a Philippine jail, he was spirited out at midnight to the U.S. embassy where he is said to remain while his case goes through the Court of Appeals. This month, Nicole signed an affidavit saying she might have given the wrong signals to Cpl. Smith. She was given an immigration visa for the U.S. The Filipino people are demanding that the Visiting Forces Agreement signed by President Bush and President Estrada, who was overthrown in 2001, be abrogated for its onerous provisions against the sovereignty of the Philippines.
