Members of Women of Color in the Global Women's Strike, GWS/LA and the weekly vigil for Haiti visited the Bolivian Consulate in L.A. Their concern: Bolivia's ongoing participation in the U.N. force that's been occupying Haiti since the 2004 coup which removed the democratically-elected president Jean-Bertrand Aristide. The recent earthquake has been used as an excuse to further militarize most aspects of Haitian society, say sources on the ground there.

The earthquake that wrecked the capital of Haiti and surrounding areas on January 12 produced human tragedy of almost unfathomable proportions. It has been termed “the most destructive natural disaster in modern times.” Five months later, Haiti is no longer in the headlines or on the nightly TV news, but for the hard-hit Haitian population the scene has hardly changed. Now a new disaster is in the making as the hurricane season begins. This was a calamity made by capitalism: the earthquake was predictable and was predicted; the inferior construction methods are the result of Haiti’s poverty, and the swollen slums were the result of U.S. policies that have destroyed Haitian agriculture, forcing peasants off the land. On top of everything, Haiti is under imperialist occupation: Washington makes sure it has ultimate control of the strategically placed island, as it has throughout the Cold War and since. Haiti's devastation is not the result of “natural” causes or even “neo-liberal” policies – it is the product of the oppression of this semi-colonial country by the imperial masters ever since black slaves rose up to abolish slavery and throw out the colonialists two centuries ago. No new “economic model” can resolve this: what’s required is a new Haitian Revolution, a workers revolution overthrowing capitalism throughout the Caribbean and extending into the heart of imperialism.

Prior to the January 12 quake, the US Embassy in Port-au-Prince was the fifth largest US embassy in the world, comparable to its embassies in such geopolitically strategic places as Berlin and Beijing.[17] With huge new oil finds off Cuba being exploited by Russian companies, with clear indications that Haiti contains similar vast untapped oil as well as gold, copper, uranium and iridium, with Hugo Chavez’ Venezuela as a neighbor to the south of Haiti, a return of Aristide or any popular leader committed to developing the resources for the people of Haiti, -- the poorest nation in the Americas -- would constitute a devastating blow to the world’s sole Superpower. The fact that in the aftermath of the earthquake, UN Haiti Special Envoy Bill Clinton joined forces with Aristide foe George W. Bush to create something called the Clinton-Bush Haiti Fund ought to give everyone pause. According to Marguerite Laurent ('Ezili Dantò') of the Haitian Lawyers’ Leadership Network, under the guise of emergency relief work, the US, France and Canada are engaged in a balkanization of the island for future mineral control. She reports rumors that Canada wants the North of Haiti where Canadian mining interests are already present. The US wants Port-au-Prince and the island of La Gonaive just offshore – an area identified in Aristide’s development book as having vast oil resources, and which is bitterly contested by France. She further states that China, with UN veto power over the de facto UN-occupied country, may have something to say against such a US-France-Canada carve up of the vast wealth of the nation."

Haití Can Awaken from the Dark Night of the Boar by Amanda Huerta "In 1986, Duvalier Jr. was toppled by a popular uprising, that watched the continuance of the dictatorship for two more years until in 1988 Leslie Manigat was elected to the presidency of the Republic, a noble government that was toppled by General Henri Namphy who was replaced that same September by General Prosper Avril. Avril, in power until 1990, had to contend with new revolts. His resignation opened the path to elections under international control and an apparent normalization of political life. Jean-Bertrand Aristide, a Catholic priest who had advocated for the poor, obtained a brilliant victory in December of 1990. Coups d’etat, forced exile and return to power were all part of the first Aristide term, who was succeeded by René Preval. Aristide returned to power democratically, and in 2004 a coup d’etat organized and covered by the US obligated him to resign. In this brief summary of the history of Haiti I omitted “small details” like the economic embargos, assassinations, persecutions, etcetera. Since 2004 the Haitian people have lived, anew, under old and new military occupations at the hands of the US, a country that to this day remains in military control with the collaboration (by omission or commission) of the UN and allied countries. This same North American occupation force is that which today controls the airport, impeding and/or delaying the arrival of aid for Haiti, as has been denounced by the government of France and an infinity of journalists and reporters in Port au Prince."

More than a dozen flights by aid groups, carrying rescue squads, tons of medical supplies and entire field hospitals, were refused permission to land at the Port-au-Prince airport by U.S. military air controllers who are now in charge. Food was already stocked in warehouses, but agencies refused to distribute it for fear of "riots." The media blitz is a propaganda war to embellish the image of U.S. imperialism. This phony humanitarianism are being used to disguise a new U.S. occupation of Haiti. We demand an end to the imperialist occupation, U.S./U.N. forces get out of Haiti and stop blocking entry of Haitian refugees.

The counter-revolutionary thugs who have named themselves, the "Haitian National Revolutionary Liberation Front" are directed by commanders like Guy Philippe - a U.S.-trained former Haitian soldier who has attempted at least three coups in the last four years. Commander Louis Jodel Chamblain, the #2 ranked leader of the notorious CIA-backed FRAPH death squads that terrorized Haiti in the 1990s. Chamblain was convicted in both the assassination of Antoine Izmery, a pro-democracy businessman in 1993, and the 1994 Raboteau massacre of innocent civilians. These are the so-called "rebels" the press lauds as leading the "rebellion" in Haiti.
