Legislative programs and goals largely focus on catering to the large organizations and the wealthy contributors. Our system was designed to work on a basis of majority rule, but effective control by a shrinking pool of elitists who also control both parties through contributions, has led to a situation in which not even the majority, albeit often invoked for political discussion, can decide any important issue.
